Robledillo approves an economic-financial plan for breaching the spending rule

Robledillo aprueba un plan económico-financiero por incumplir la regla de gasto

The Plenary of the City Council of Robledillo de la Vera approved in an ordinary session on October 16, 2026, an Economic-Financial Plan for the 2026 biennium due to non-compliance with the spending rule and budgetary stability in the settlement of the 2025 budget. The agreement is published in the Official Gazette of the Province of Cáceres number 0204, corresponding to Friday, October 23, 2026, with the official reference BOP-2026-4998 and the signature of the mayor-president, Marta Martín Fabián.

The announcement is issued in compliance with article 23.4 of Organic Law 2/2012, of April 27, on Budgetary Stability and Financial Sustainability, and article 26 of Royal Decree 1463/2007, of November 2, which approves the Development Regulation of Law 18/2001, of December 12, on Budgetary Stability. The regulation requires local corporations that fail to meet stability objectives or the spending rule to approve a correction plan with adjustment measures and to make it public.

The approved document is displayed to the public “for exclusively informative purposes throughout its validity” and remains available to interested parties on the municipal electronic office, according to the text sent by the City Council and dated in Robledillo de la Vera on October 19, 2026.

An adjustment plan without a period for allegations

Unlike other municipal procedures, the publication of this plan does not open a period for claims: the announcement is limited to publicizing the plenary agreement and facilitating access to the full document electronically. The Economic-Financial Plan is the instrument through which the City Council must detail the measures that will allow it to redirect its accounts and return to the legal parameters of spending and budgetary balance.

The detected non-compliance affects two rules simultaneously: the spending rule, which limits the growth of computable expenditure, and budgetary stability, which requires that the settlement does not close in deficit. Both refer to the settlement of the 2025 budget, the last closed fiscal year.

The 2025 General Account, on public display

In the same issue of the gazette, the City Council of Robledillo de la Vera publishes another announcement related to the accounts for the 2025 fiscal year (BOP-2026-4997, p. 24329). In this case, and in accordance with article 212 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, the 2025 General Account is displayed to the public for fifteen days so that interested parties may submit claims, objections, or observations.

The General Account was previously reported by the Special Accounts Commission, meeting on October 16, 2026, the same day the Plenary approved the adjustment plan. The file is available on the municipal electronic office.

The 2026 accounts: 402,756.75 euros

The statement of income and expenses for the 2026 financial year of the City Council, published in the Official Gazette of the Province of Cáceres on September 1, 2026 (BOP-2026-4125), balances both magnitudes at 402,756.75 euros. The most relevant chapters are:

  • Personnel expenses: 209,958.86 euros.
  • Expenses on current goods and services: 149,986.72 euros.
  • Financial expenses: 11,200 euros.
  • Current transfers: 27,964.17 euros.
  • Real investments: 3,000 euros and capital transfers: 647 euros.
  • Income from current transfers: 124,152 euros; fees and other income: 84,957 euros; asset income: 77,472 euros; indirect taxes: 3,500 euros.

Other town halls in the province in the same situation

The case of Robledillo de la Vera is not isolated in the province. Two other city councils have published economic-financial plans for the same reason in recent weeks:

  • Logrosán City Council, plenary of September 24, 2026, plan for the 2026-2027 biennium for failing to comply with the spending rule in the 2025 settlement (BOP-2026-4550, October 1, 2026).
  • Peraleda de San Román City Council, plenary of September 28, 2026, plan for the 2026-2027 biennium for the same non-compliance (BOP-2026-4695, October 7, 2026).

The coincidence of procedures reflects the pressure that the spending rule and deficit control exert on the accounts of small Cáceres municipalities, with very tight budgets and limited room for maneuver.

The plan approved in Robledillo de la Vera conditions the municipal management of the next financial year: any additional deviation will force the City Council to review its forecasts and be accountable to the municipal Audit Office and financial oversight bodies. For the residents, the practical effect is a framework of spending restraint that may limit new investments and programs until the imbalances detected in 2025 are corrected.
