Ārlietu ministrija paziņo konvencijas spēkā stāšanos oficiālajā izdevumā Nr. 214

On November 5, 2026, information from the Ministry of Foreign Affairs titled “On the Entry into Force of the Convention” was published in the official publication of the Republic of Latvia, “Latvijas Vēstnesis” No. 214 (OP 2026/214). In the contents of the publication, it is included as item No. 2, in the MINISTRIES section, immediately following the Saeima’s announcement regarding the refusal to promote cooperation in the formation of deputy groups with the parliaments of the Russian Federation and the Republic of Belarus.

Where and how the announcement was published

The announcement is part of the official announcements block used by ministries to inform about changes in the status of international agreements. The structure of issue No. 214:

  • Constitutional institutions — Saeima announcement (item 1);
  • Ministries — Ministry of Foreign Affairs (item 2) and the State Forest Service (item 3);
  • Municipalities — decisions and binding regulations of ten municipal councils (items 4–13);
  • Official announcements — a separate notices section, including inheritance notices (58), auctions (26), various announcements (13), and enterprise register notices (11).

The entry into force of the Convention means that the agreement transforms from a political commitment into a binding norm applied by state institutions and legal practitioners. Publication in the official gazette is the stage at which information regarding the status of an international agreement becomes publicly available and verifiable by everyone — including institutions, lawyers, and companies whose activities may be affected by the agreement. In practice, such an announcement serves as the reference point from which the terms and obligations specified in the agreement are counted.

Similar announcements this autumn

Announcements from the Ministry of Foreign Affairs regarding the status of international agreements have been published repeatedly this year, indicating a regular rather than a one-time practice:

  • On August 21, 2026, in issue No. 160 (OP 2026/160), information “On the Entry into Force of an International Agreement” was published as item 3;
  • On September 28, 2026, in issue No. 186 (OP 2026/186), information “On the Entry into Force of the General Postal License” was published as item 6.

In parallel, the Saeima has passed laws on several international agreements this autumn — including the Council of Europe Convention on the Criminalization of Environmental Destruction (issue No. 189, October 1, 2026, OP 2026/189, item 1) and the Second Protocol to the Convention for the Protection of Cultural Property in the Event of Armed Conflict (issue No. 208, October 28, 2026, OP 2026/208, item 2). These laws are separate documents, and the announcement published on November 5 is not mentioned in them.

What else needs to be verified in the official text

The text in the available issue No. 214 contains only the table of contents and the index of notices, not the full text of point 2. Therefore, the specific name of the convention, the date of entry into force, and the depositary cannot be read from this source — these must be verified in the text of the notice itself (OP 2026/214, point 2) before referring to a specific agreement. Without this data, it cannot be asserted which agreement the notice concerns, nor what specific obligations it creates.

What this means for the reader

The notice itself is formal, but its consequences are practical: from the moment of entry into force, the provisions of the agreement enter into the practice of the application of Latvian law, and institutions, courts, and companies must account for new duties or rights. Anyone whose activities are affected by the relevant agreement will find the official information in point 2 of issue No. 214, rather than in derived summaries.
