Riumors authorizes the burying of lines and the conditioning of streets

The Riumors City Council has opened the tender for the works contract for the project “Street conditioning and undergrounding of lines, Riumors”, which is being processed via a simplified open procedure. The announcement is published in the Official Gazette of the Province of Girona (BOP) no. 165, dated August 27, 2026, with reference CVE BOP-2026_0_165_7630 and edict no. 7630.

The City Council Plenary, in an ordinary session held on January 14, 2026, approved the procurement file (exp. 14/2025) and ordered the opening of the award procedure. The work is part of the PUOSC 2025-2029 and affects the population of Riumors, in the Alt Empordà region (Girona), with an execution period of four months.

A budget of 429,675 euros

The base tender budget is €355,104.11 excluding VAT, which with 21% VAT (€74,571.86) reaches a total of €429,675.97 including VAT. The budget breakdown is as follows:

• Industrial profit (6%): €17,904.41

The object of the contract is the execution of the works corresponding to the project for the conditioning of streets and the undergrounding of low-voltage and telecommunications lines. The contract does not allow division into lots or extensions, and the assigned CPV code is 45000000-7 (construction work).

Deadlines and submission of bids

Bids must be submitted mandatorily via a digital envelope, using the electronic bidding tool integrated with the Public Procurement Services Platform of the Generalitat de Catalunya. The submission deadline is 20 calendar days starting from the day following the publication of the announcement on the contractor profile.

The opening of proposals is a public act and will be communicated through the contractor profile; if the fixed day is a Saturday or a holiday, the deadline will be automatically extended until the next business day. Bids may be written in Catalan and Spanish.

Guarantees and award criteria

No provisional guarantee is required, but the successful bidder must establish a definitive guarantee of 5% of the offered price. The award will be based on the best quality-price ratio, in accordance with the criteria established in the Particular Administrative Clauses Document (PCAP), and variants are not permitted.

The cost of designing, printing, and placing the advertising poster for the project will be borne by the successful bidder, who must comply with the requirements of the PUOSC. The specifications can be consulted in full on the contractor profile of the Riumors City Council.

The tender provides an opportunity for construction companies from Alt Empordà and represents a significant improvement for the residents of Riumors, who will see the low-voltage and telecommunications cables buried and the town’s streets conditioned, an action funded with funds from the PUOSC 2025-2029.
