Riotorto expón ao público o orzamento de 2027 e a plantilla de persoal

The Plenary of the Corporation of the Riotorto City Council has initially approved the General Budget for the 2027 financial year, along with the personnel staff and the list of job positions for the same year. The agreement is made public in the Official Gazette of the Province of Lugo (BOP) no. 234, dated Tuesday, October 13, 2026, under reference R. 2705, and opens a period of 15 business days of public information for submitting claims.

The announcement bears the signature of the mayor, Clemente Iglesias González, and is dated in Riotorto on October 5, 2026. The public exhibition is carried out in compliance with the provisions of article 169.1 of the Legislative Royal Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries, and concordant provisions. This is the mandatory procedure following the initial approval of the municipal accounts, which allows any interested party to examine the file before the agreement is finalized.

The edict does not include figures: neither the total amount of the budget, nor the detail of the income and expenditure items, nor the number of positions in the staff. Economic and personnel information is, therefore, accessible only through direct consultation of the file at the municipal Secretariat during the exhibition period.

Fifteen business days to claim

The file remains open to the public at the Secretariat of the Riotorto City Council for 15 business days, counted from the day following the insertion of the edict in the BOP. Any allegations deemed appropriate must be addressed to the Mr. Mayor-President of the Council.

  • Deadline: 15 business days from the day following the publication in the BOP of Lugo.
  • Place of consultation: Secretariat of the Riotorto City Council.
  • Recipient of claims: Mr. Mayor-President of the Riotorto City Council.
  • Effect: once the period has ended without claims, the file is definitively approved according to article 169.1 of the local treasury regulation.

What is submitted for exhibition

The initial approval covers three instruments that condition the municipal management of the next financial year:

  • The General Budget corresponding to the 2027 financial year.
  • The personnel staff for that year.
  • The list of job positions (RPT) linked to the aforementioned staff.

These last two documents establish the human resources structure of the Council, and their publication is part of the same public information procedure as the accounts.

Recent activity of the Council

The budget announcement comes at a time of intense administrative activity in Riotorto. On October 1, 2026, the City Council published in the BOP the public exhibition of the tax rolls for water supply and waste collection, with a voluntary payment period set between October 9 and November 10, 2026. Previously in September, on September 10, 2026, the plenary agreement of August 14, 2026 was published, by which the change in legal classification of a property with cadastral reference 27054E006090530000R was approved, from patrimonial asset to surplus plot.

Furthermore, the municipality shares the Women’s Information Center (CIM) of shared management with the councils of Mondoñedo, Abadín, Lourenzá, Pastoriza, and Meira, whose staffing coverage was resolved through a job bank published in the BOP on September 28, 2026.

Impact for residents

The approval of the 2027 budget determines the income and expenses with which the City Council will work throughout the coming year, as well as the staff framework that will provide municipal services. The period of 15 business days is the only formal window available to residents and local entities to review the accounts and present objections before the agreement is definitively closed.
