Riolobos delega en la Alcaldía la licitación de su Residencia Mixta

The Plenary of the Riolobos City Council agreed on September 28, 2026, to delegate to the Mayor’s Office all the powers corresponding to it as the contracting body to tender the service concession for the Riolobos Mixed Residence through a restricted procedure. The agreement is published in the Official Gazette of the Province of Cáceres No. 0188, dated October 1, 2026, in Section I - Local Administration, with the official reference BOP-2026-4560 (page 22258).

What is delegated and its scope

The announcement contains a single delegation, referring to the contracting of the center, and expressly justifies it “for the purpose of streamlining the contracting procedure.” The delegation comprises “all powers” of the Plenary as the contracting body in that tender, without partial exceptions.

  • Delegating body: the Plenary of the Riolobos City Council.
  • Receiving body: the Mayor’s Office.
  • Object: tender for the service concession of the Riolobos Mixed Residence.
  • Procedure: restricted.
  • Agreement: ordinary session of the Plenary on September 28, 2026.

Processing and official publicity

The announcement is ordered to be published to comply with Article 51.2 of the R.O.F., approved by R.D. 2568/1986, of November 28, which requires the publication of delegations of the Plenary’s powers to the Mayor’s Office in the provincial gazette. The text specifies that the delegation is understood “without prejudice to its publication in the Official Gazette of the Province,” such that the tender remains subject to ordinary official publicity.

The document was signed in Riolobos on September 28, 2026, by the mayor-president, José Pedro Rodríguez Martín, and is verifiable through the BOP portal (bop.dip-caceres.es).

The authorization of the delegation is based on Article 22.4 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which allows the Plenary to delegate the exercise of its powers to the Mayor’s Office, including those related to contracting. The announcement is inserted in Section I - Local Administration, within the City Councils section.

In the same plenary session on September 28, 2026, the Riolobos City Council initially approved file 3/2026 for the transfer of credits between expenditure applications of different expenditure areas that do not affect the reduction or increase of personnel credits, subject to public information for a period of fifteen days (reference BOP-2026-4559).

Impact for the socio-sanitary sector

The delegation concentrates the processing of a socio-sanitary services contract within the Mayor’s Office, which reduces decision times and places the tender within the official publicity circuit. For companies in the sector, the announcement is the prior signal to the call for tenders: as it is a restricted procedure, participation is limited to previously selected bidders, therefore it is advisable to follow the publication of the specifications and the tender announcement in the Official Gazette of the Province of Cáceres.
