Rioja Alavesa increases credit for computer equipment by 746,128 euros
Por FactBox Admin

The Rioja Alavesa Water Consortium has definitively approved additional credit file 01/2026, for an amount of 746,128.58 euros (VAT included), destined for hardware and computer applications. The agreement is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 122, corresponding to Friday, October 23, 2026, in section II of Local Administration, with the official reference 2026-02985. The budget modification is now final as no claims or observations were submitted during the public exhibition process.
Initial approval in July and public exhibition without allegations
The file originates from an agreement of the consortium’s ordinary general assembly dated July 10, 2026, which initially approved the credit modification. That agreement was published in BOTHA number 103, on September 9, 2026, opening a period of fifteen business days for interested parties to examine the file and submit claims to the presidency.
After this period elapsed without any challenge being formulated, the file has been definitively approved. The final announcement is dated October 16, 2026, in Laguardia and is signed by the president of the consortium, Pedro María Rodríguez Uzquiano.
Expenditure destination: 746,128.58 euros for software
The modification is structured around a single expenditure item, without the announcement detailing a breakdown by concepts or providers:
- Item 920.642.000, titled “Hardware and computer applications”: 746,128.58 euros including VAT.
- Total of additional credit file 01/2026: 746,128.58 euros.
This is, therefore, an investment entirely oriented toward providing the region’s joint water service with technical means and computer tools, although the publication does not specify the execution schedule or the procurement procedure that will be followed for its award.
Financing with treasury surplus
The increase in the expenditure chapter is offset by the treasury surplus, so the operation does not alter the consortium’s budgetary balance:
- Revenue item 870.00, “Treasury surplus general expenses”: 746,128.58 euros.
- Total revenue modification: 746,128.58 euros.
Coverage via the treasury surplus of general expenses indicates that the consortium had available liquidity from previous years to face the investment without resorting to new debt.
Legal basis and appeal process
The approval is based on articles 34.3 and 15 of Foral Regulation 3/2004, Budgetary for Local Entities of the Historical Territory of Álava, and on article 150 of the Law Regulating Local Treasuries. The announcement warns that a contentious-administrative appeal may be filed directly against the final approval agreement before the High Court of Justice of the Basque Country within two months of publication.
Furthermore, the consortium closed its 2025 accounting without reservations: the general account for the year was favorably audited by the special accounts commission on July 10, 2026, and was definitively approved, as published in BOTHA number 103 on September 9.
The credit expansion consolidates the consortium’s commitment to modernizing the management of the integrated water cycle in a region with marked wine-growing activity, where the control of discharges and coordination with city councils require increasingly precise IT tools. For the member municipalities, the operation represents an investment of nearly three-quarters of a million euros without additional cost in fees, as it is fully covered by treasury surpluses.
