The Ricardo Ibarretxe Foundation has been registered in the Registry of Foundations of the Basque Country under number F-523

The Fundación Ricardo Ibarretxe has been inscribed in the Registry of Foundations of the Basque Country, with registration number F-523. The inscription was authorized by the Order of July 17, 2026, of the Minister of Governance, Digital Administration and Self-Government, María Ubarrechena Cid, and the decision was published in the Official Gazette of the Basque Country on September 25, 2026, in issue 184, with official reference 2026/4011.

The request for the creation of the foundation was submitted to the Registry of Foundations of the Basque Country on December 31, 2025, and the statutes and public deeds were compiled in the file. According to the statutes, the founder is Maite Ibarretxe Larraz. The inscription was carried out in accordance with the conditions established by Law 9/2016, of June 2, on Foundations in the Basque Country, and the procedure is regulated by Decree 115/2019, of July 23, which approves the Regulation of the Protectorate and Registry of Foundations.

Foundational purpose centered on Arrigorriaga

Article 3 of the statutes lists the foundational purposes, the axis of which is the municipality of Arrigorriaga. The objectives include creating shared value for the sustainable development of the municipality, strengthening the community, and promoting cooperation between institutions, associations, and the local community. The purposes are as follows:

• Strengthening communities based on sporting events, environmental projects, and activities related to art, music, and Basque culture.
• Work in favor of youth and elderly people, promoting cooperation, coexistence, and socialization.
• Awareness regarding sustainable development through dialogues, educational activities, and sustainable projects.
• Acting as a municipal-level laboratory, as a collaborative platform that can serve as a reference for other municipalities and institutions.
• Helping to implement the United Nations Sustainable Development Goals and European Union policies locally.
• Analyzing urban tools and educational, cultural, social, or economic exchange initiatives with countries in development.

30,000 euro endowment and a three-member board of trustees

The initial endowment of the foundation is a monetary contribution of 30,000 euros, which is considered sufficient according to Article 12.1 of Law 9/2016. The area of activity is mainly the Basque Country, but it also extends to the State and other international countries. Article 8 of the statutes provides that the board of trustees shall consist of at least 3 people and at most 20 people; the initial composition is as follows:

• President: Maite Ibarretxe Larraz.
• Vice President: Francisco Hernando Sánchez.
• Secretary: Juan Antonio Cambreleng Roca.

Protectorate report and appeals

On July 15, 2026, the Advisory Board of the Protectorate of Foundations of the Basque Country met to examine the legality of the purposes, the general interest, and the feasibility; the board gave a favorable oral report. On the same day, the Protectorate issued the mandatory report regarding the establishment of the foundation. The registration includes three public deeds: the one executed in Bilbao on December 29, 2025, before the notary Andrés María Urrutia Badiola (protocol number: 2.928), the amendment deed of July 2, 2026 (1.628), and the supplement of July 9, 2026 (1.706). The orders exhaust the administrative route: an appeal for reconsideration may be filed before the minister within one month, or a contentious-administrative appeal may be filed before the High Court of Justice of the Basque Autonomous Community within two months.

The registration of the foundation adds a new organization to the network of foundations in the Basque Country, and gives an official legal and public nature to the local initiative centered on the sustainable development of Arrigorriaga and the strengthening of the community.
