Ribeira delegates the mayoralty to the first deputy for five days

The mayor of Ribeira, María José Sampedro Fernández, delegated all of her functions as mayor-president to the first deputy mayor, Vicente Mariño de Bricio, during the days of September 14, 15, 16, 17, and 18, 2026. The resolution, signed on September 11 in Ribeira, was published in the Official Gazette of the Province of A Coruña (number 177, of September 16, 2026) under announcement 2026/5961.

The measure responds to the absence of the municipality’s mayor during that period. The delegation, which is framed within article 23.3 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and articles 44 and 47 of the Regulation of Organization, Operation and Legal Regime of Local Entities (approved by Royal Decree 2568/1986, of November 28), allows the deputy mayor to substitute for the mayor in all of her attributions.

Scope of the delegation

The delegation grants Vicente Mariño de Bricio the powers of direction and management, as well as the capacity to resolve the appropriate administrative procedures through the adoption of administrative acts affecting third parties. The delegated body must:

• Inform the Mayoralty-Presidency a posteriori of the management carried out and the provisions issued in the reference period.
• Provide prior notification of those decisions of significance, as provided for in article 115 of the Regulation of Organization, Operation and Legal Regime of Local Entities.
• Accept the delegation, which shall be understood as tacitly granted if no express manifestation of non-acceptance is formulated within three business days from notification.

Processing and appeals

The resolution will be published in the Official Gazette of the Province of A Coruña and its content will be reported to the Plenary of the Corporation at the first session it holds. Against the decree, which ends the administrative route, the following may be filed:

• Appeal for reversal before the Mayoralty of the Council, within one month from notification.
• Contentious-administrative appeal before the Contentious-Administrative Court of Santiago de Compostela, within two months.

The resolution was signed by the mayor-president, María José Sampedro Fernández, with the approval of the secretary, Juan Manuel Salguero del Valle.

Relevance for the citizenry

The temporary delegation ensures the continuity of municipal management during the mayor’s absence, guaranteeing that administrative procedures and local government decisions are not paralyzed between September 14 and 18. For the residents of Ribeira, this means that the local administration maintains full capacity for action and resolution during those five days, with full legal certainty.
