Ribeira cedes 20,080 meters in San Roque to the Xunta for a residence

The Plenary of the Ribeira City Council initially approved, in the session of September 28, 2026, the subjective mutation of a municipal plot of 20,080 square meters located in the San Roque Peri-urban Park in favor of the Xunta de Galicia, for the purpose of constructing a residence for the elderly. The agreement is published in the Official Gazette of the Province of A Coruña number 192, dated October 8, 2026, with the official reference 2026/6412. Following the publication, a one-month period is opened to submit allegations.

The file is a subjective mutation of public domain, a figure that allows the transfer of ownership of a public domain asset without altering its purpose. In this case, the plot remains assigned to a public use —residential care for the elderly— but becomes the property of the Xunta de Galicia, which will undertake the construction of the center. The agreement was adopted by the Plenary of the Ribeira City Council and is made public in accordance with the provisions of article 269.1 of Law 5/1997, of July 22, on Local Administration of Galicia.

The announcement was signed in Ribeira on October 1, 2026, by the mayor, María José Sampedro Fernández. The process is not closed: this is an initial approval and, at the end of the public exhibition period, the file will return to the Plenary, following a report from the Secretariat department and with the relevant documentation, for its final resolution.

The plot: 20,080 square meters in San Roque

The real estate asset subject to the transfer is identified as “Segregated PLOT 1 – New Residence”, located in the San Roque Peri-urban Park, with a surface area of 20,080.00 square meters. The property results from the segregation of the plot with cadastral reference 15074A00500413, from which it is separated to form an independent property.

The boundaries listed in the announcement are as follows:

• North: municipal public road (reference 15074A00809013) and segregated plot 02, under municipal ownership.
• South: plot with reference 15074A00500126, privately owned.
• East: municipal public road (15074A00809013) and segregated plot 02, municipal.
• West: remainder of the parent plot, which is segregated plot 03, also municipal.

Public information and allegations

The agreement is subject to public information for one month. The period is counted on the notice board of the Ribeira City Council, on its electronic headquarters, and in the Official Gazette of the Province itself, so that any interested person may formulate the allegations they deem appropriate.

According to the published text, the initial approval does not exhaust the process: at the end of the period, the file will be submitted again to the Plenary for its resolution, once the report from the Secretariat department and the remaining relevant documentation have been incorporated.

Impact for the council

The operation unlocks the transfer to the Xunta de Galicia of an area of more than two hectares in the peri-urban riverside park, an expansion zone of the municipality. The future residence for the elderly would strengthen the social services network of the region and involve public works and job creation in the socio-sanitary sector, in addition to conditioning the urban development of the surroundings of San Roque.

The one-month period for allegations opens the possibility for neighbors and interested entities to comment on the transfer before the Plenary ratifies it. The final decision on the destination of the 20,080 square meters is, therefore, pending the definitive resolution of the file.
