Ribadeo definitively approves a credit modification of 25,871 euros

The Ribadeo City Council has finalized the credit modification of file 58/2026, which transfers 25,871.39 euros within the current municipal budget to reinforce current expenses and real investments. The decision, adopted by the plenary on 07/28/2026, was published in the Official Gazette of the Province of Lugo, number 199, on Tuesday, September 1, 2026, under reference R. 2325.

The final approval occurs automatically as no objections were presented during the public exhibition period, in accordance with article 169.1, by referral of 177.2, of the consolidated text of the Law regulating local finances, approved by Legislative Royal Decree 2/2004, of March 5. The agreement was signed in Ribadeo on August 26, 2026, by the mayor, Daniel Vega Pérez.

Distribution of the transfer

The modification, processed as a credit transfer, is divided between two expenditure items of the budget:

• Expenses for current goods and services (chapter 2): +13,860.00 euros, up to 6,057,409.63 euros.
• Real investments (chapter 6): +12,011.39 euros, up to 3,437,999.72 euros.

The total expenditure budget increases from 17,198,593.64 to 17,224,465.03 euros. In the income statement, the operation is offset by an equivalent increase in chapter 8, Financial Assets, which rises from 1,934,847.62 to 1,960,719.01 euros.

Legal framework and appeals

The processing complies with the general regime for budgetary modifications of local entities, which requires the public exhibition of the file and its elevation to final status when no claims are formulated. Against the agreement, interested parties may directly file a contentious-administrative appeal in the form and within the deadlines established in articles 25 to 42 of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction.

According to article 171.3 of the consolidated text of the Law regulating local finances, the filing of an appeal does not by itself suspend the effectiveness of the challenged agreement.

Impact for the municipality

The operation allows the Ribadeo City Council to provide more resources for both the ordinary operation of municipal services and the items destined for real investments, without altering the overall balance of the budget, as it is financed with financial assets. Publication in the official gazette provides legal certainty to the file and opens the path for appeal for anyone who considers themselves aggrieved.
