Por FactBox Admin

The Ribadavia City Council has appointed three career civil servants to three administrative positions, according to the Mayor’s Resolution of October 5, 2026, published in the Official Gazette of the Province of Ourense on October 22, 2026. The mayor, César Manuel Fernández Gil, signed the appointment of the three candidates proposed by the qualifying tribunal, who submitted the required documentation within the deadline. The announcement appears in section IV, Local Entities, with the official reference R. 2.415.
The resolution is processed under file 705/2026 and responds to the appointment proposal submitted by the tribunal that judged the selection tests. The procedure was governed by the call bases approved by the Mayor’s Resolution of June 16, 2026, which established the conditions of the process to fill the three positions on a permanent basis.
The appointment is based on article 21.1.h) of Law 7/1985, of April 2, on the bases of the local regime; article 136 of Legislative Royal Decree 781/1986, of April 18, which approves the Revised Text of the legal provisions in force regarding the local regime; and article 7 of Royal Decree 896/1991, of June 7, which establishes the basic rules and minimum programs for the selection procedure of local administration civil servants.
Three administrative positions in group C1
The filled positions correspond to the following designations:
- One position for administrative staff in General Administration.
- One position for administrative staff attached to the Comptroller’s Office (Intervención).
- One position for administrative staff in Tax Collection (Recadación).
All three are integrated into group C, subgroup C1, with an annual specific supplement according to the council’s Job Position Relationship (RPT), as stated in the text of the resolution.
The three new civil servants
The resolution nominally identifies the candidates with the highest scores who passed the selection process:
- Noel Pérez Fernández, with DNI number ***748L, for the position of administrative staff in General Administration.
- Daniel Blanco Rodríguez, with DNI number ***630N, for the position of administrative staff attached to the Comptroller’s Office.
- Luis Pérez Díaz, with DNI number ***137B, for the position of administrative staff in Tax Collection.
The gazette publishes the identity documents with the central part hidden, in accordance with data protection. The resolution was signed in Ribadavia on October 7, 2026.
Deadline for appeal
The agreement exhausts the administrative route, therefore the interested parties may opt for one of two ways of challenge:
- Optional appeal for reversal (recurso de reposición) before the mayor of the council, within a period of one month from the day following its publication in the gazette, according to articles 123 and 124 of Law 39/2015.
- Judicial appeal before the Contentious-Administrative Courts of Ourense, within a period of two months counted from the day following the publication, according to article 46 of Law 29/1998.
Publication in the provincial bulletin is the requirement that activates these deadlines and makes the appointment effective against third parties.
Impact
The incorporation of these three career civil servants consolidates the municipal staff of Ribadavia in three sensitive areas of daily management: general administration, support for the Audit Office (Intervención), and Tax Collection. These are structural positions, now filled with permanent staff following a selective process, which provides stability to the administrative and economic services of the council.
