Ribadavia eleva a definitivo o orzamento de 2026 ata os 8.478.067,88 euros

The Ribadavia City Council has made the credit modification file 2/2026 definitive, after no claims were filed during the public exhibition period. The announcement, signed by Mayor César Manuel Fernández Gil on October 20, 2026, is published in section IV (Local Entities) of the Official Gazette of the Province of Ourense on November 4, 2026, under reference R. 2.529.

The initial approval took place during the ordinary session of the municipal Plenary on September 24, 2026, when a modification for the amount of 41,054.79 euros was greenlit. Following the fifteen-business-day public information process, opened with the publication of the corresponding edict on September 29, and since no objections were presented, the file was automatically elevated to definitive.

The legal framework invoked is Article 177.2 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local finances, in relation to Article 169 of the same text. This regulation establishes that, when there are no objections within the exhibition period, the provisional approval becomes definitive without the need for a new plenary pronouncement.

A budget of nearly 8.5 million euros

With the modification now consolidated, the expenditure status of the municipal budget for 2026 is distributed as follows:

  • Chapter 1, personnel expenses: 3,948,378.86 euros
  • Chapter 2, purchase of current goods and services: 2,112,656.84 euros
  • Chapter 3, financial expenses: 28,824.50 euros
  • Chapter 4, current transfers: 233,786.10 euros
  • Chapter 6, real investments: 1,894,211.81 euros
  • Chapter 7, capital transfers: 212,250.00 euros
  • Chapter 9, financial liabilities: 47,959.77 euros
  • Total: 8,478,067.88 euros

The resulting structure confirms the dominant weight of current expenditure: personnel and the purchase of goods and services total 6,061,035.70 euros, which is nearly 71.5% of the total budgeted. Meanwhile, financial expenses and the amortization of financial liabilities jointly represent slightly less than 77,000 euros.

Nearly 1.9 million in real investments

Chapter 6, destined for real investments, reaches 1,894,211.81 euros, representing around 22.3% of the total budget and making it the second largest expenditure block, only behind personnel. Together with capital transfers (212,250.00 euros), the council’s capital expenditure stands above 2.1 million euros.

Conversely, current transfers are set at 233,786.10 euros, while financial liabilities are limited to 47,959.77 euros, a figure that reflects reduced indebtedness in relative terms within the overall municipal accounts.

Two months to appeal

Definitive approval ends the administrative route in budgetary matters. A contentious-administrative appeal may be filed against it within a period of two months, counted from the day following the publication of the announcement in the provincial bulletin.

The period therefore begins on November 5, 2026, and ends on January 5, 2027. The publication in the BOP is, precisely, the act that activates this calculation, hence the relevance of the date of insertion of the edict.

Impact for the residents

The choice of the credit modification procedure without citizen allegations closes the budgetary framework of Ribadavia for the 2026 financial year and already enables the execution of the nearly 1.9 million euros planned for real investments. Any person or entity that considers their interests to be harmed has two months from the publication to go to the contentious-administrative jurisdiction.
