Ribadavia approves admitted candidates and appoints tribunal for three civil servant positions

The Ribadavia City Council has definitively approved the lists of admitted applicants and appointed the qualifying board for the selection of three administrative official positions called under the internal promotion quota, corresponding to the 2026 public employment offer. This was agreed upon by the mayor, César Manuel Fernández Gil, through a resolution dated September 7, 2026, published in the Official Gazette of the Province of Ourense on September 11, 2026. The tests will be held on September 22 in the City Council’s assembly hall.

Framework of the call

The selection is part of the 2026 public employment offer and is processed through the internal promotion quota, aimed at the official staff of the council itself. The rules were published on July 6, 2026, in the Official Gazette of the Province of Ourense no. 125, as well as in the DOG no. 139, of July 27, 2026, in the BOE no. 188, of August 3, 2026, and on the notice board of the municipal electronic headquarters.

The mayor acts using the powers attributed by article 21.1 of Law 7/85 on the bases of local regime. Once the application period ended, all submitted applications complied with the provisions established in the rules of the call, therefore no exclusions were recorded.

Admitted applicants

The definitive lists of admitted candidates consist of one applicant for each of the three positions:

• Administrative official position attached to the auditing department: Daniel Blanco Rodríguez (DNI *****630N).
• Administrative official position for general administration: Noel Pérez Fernández (DNI *****748L).
• Administrative official position for collection: Luis Pérez Díaz (DNI *****137B).

Composition of the board

The qualifying board, appointed for the three positions, is composed of the following members:

• President: Manuel V. Pérez Nieto, official of the Provincial Council (substitute: María Begoña Álvarez Mato, head of the Auditing Service of the Provincial Council).
• Secretary: Francisco Gaspar Fernández Castro, official of the Ribadavia City Council (substitute: María Isabel Covela López, official of the Leiro City Council).
• 1st member: Esteban Fernández Álvarez, head of the Personnel Management and Selection Section (substitute: Paula Rodríguez Yánez).
• 2nd member: Isabel Rodríguez Carrera (substitute: María Ángela Garrido Movilla).
• 3rd member: Vicente Soto Rodríguez, official of the Ribadavia City Council (substitute: Secundino Rodríguez Gómez, official of the Leiro City Council).

Calendar of tests

The members of the tribunal will be convened on the 21st at 10:00 hours for the assessment of the competition phase, in accordance with the 7th basis of the call. The selective tests, consisting of a written multiple-choice questionnaire and theoretical-practical exercises, will be held on September 22, 2026, in the assembly hall of the City Council, located at Praza Maior s/n in Ribadavia:

• Attached to the comptroller’s office: at 9:30 hours.
• General administration: at 11:00 hours.
• Tax collection: at 13:00 hours.

Applicants must attend equipped with their ID (DNI) and pens to carry out the tests. The agreement will be published on the electronic office and on the City Council’s notice board.

The resolution represents a decisive step toward the definitive filling of three administrative civil servant positions in the Ribadavia City Council, reinforcing key areas such as the comptroller’s office, general administration, and municipal tax collection, and starts the countdown for the applicants, who will have their tests next week.
