Riós somete a información pública unha transferencia de créditos do orzamento

The Riós City Council has initially approved the credit modification file no. 25/2026 of the current budget, in the modality of credit transfer between different expenditure areas. The agreement was adopted by the Plenary of the council in the ordinary session of October 5, 2026, and is published in the Official Gazette of the Province of Ourense on October 14, 2026, in section IV, Local Entities, which opens a fifteen-day period of public information.

The announcement, which bears the reference R. 2.421, contains the plenary agreement and the opening of the public exhibition procedure in compliance with the provisions of article 169.1, by referral of 179.4, of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local finances. The publication in the provincial gazette is the requirement that activates the calculation of the period and the publicity mechanism provided for in the local finance regulations for this type of budget modifications.

A transfer between expenditure areas

The file is processed as a transfer of credits between different expenditure areas, one of the modalities of credit modification provided for the budgets of local entities. According to the published text, the operation does not affect increases or decreases in personnel credit; that is, it does not alter the allocation destined for the council’s personnel expenses.

  • File: credit modification no. 25/2026 of the current budget.
  • Modality: transfer of credits between different expenditure areas.

Fifteen days to present allegations

The agreement is submitted for public information for a period of fifteen days, which will be counted from the day following the publication of the announcement in the provincial gazette. During that period, any interested person may examine the file and formulate the allegations they deem appropriate.

The publication expressly warns that, if the period expires without allegations being presented, the initial approval agreement will be elevated to definitive without the need for a new plenary pronouncement.

The processing is based on the general regime for credit modifications of local entities. Article 169.1 of the local finance regulation governs the public information and final approval, while the reference to Article 179.4 places this case among the modifications that follow that procedure.

  • Regulation: Royal Legislative Decree 2/2004, of March 5, recast text of the Law regulating local finances.

Relevance

For the residents of Riós, the announcement opens a fifteen-day window to learn about and challenge a credit movement between expenditure areas of the municipal budget. The absence of allegations will automatically make the plenary decision of October 5 final, so the public exhibition period is the formal opportunity for intervention before the transfer is consolidated.
