Reus appoints Meritxell Barberà as delegated councillor for Business, Training and Employment

The Mayor’s Office of Reus has appointed Meritxell Barberà Maré as delegated councillor for Business, Training and Employment, attached to the Delegated Councillor’s Office of the Area of City Projection, Business and Employment, Culture and Citizen Relations. The appointment is made by Mayor’s Decree no. 2026023911, dated October 23, 2026, and is published in full in the Official Gazette of the Province of Tarragona (BOPT) on October 26, 2026, with reference CVE 2026-09935 and a length of two pages. The designation fills the vacancy left by Òscar Subirats Torrebadell at the head of this delegated councillor’s office.

The position is not new: the Delegated Councillor’s Office of Business, Training and Employment was created by Mayor’s Decree no. 2023013691, dated June 21, 2023, published in the BOPT on July 3, 2023, which approved the organization and functioning of the senior management of the Reus City Council and established the attributions of each area. Within this framework, Decree no. 2023021688, dated October 20, 2023 (BOPT of October 30, 2023), had appointed Òscar Subirats Torrebadell to the same responsibility.

The handover comes after the plenary session of September 18, 2026, reported the resignation of Subirats Torrebadell from the position of councillor of the corporation. In the plenary session of October 23, 2026, Meritxell Barberà Maré took office as councillor for the electoral candidacy of ESQUERRA REPUBLICANA DE CATALUNYA - ACORD MUNICIPAL (ERC-AM) and reported her affiliation with the ERC-AM Municipal Group.

An appointment supported by local government regulations

The decree is based on article 53.3 of Legislative Decree 2/2003, of April 28, which approves the Recast Text of the Municipal and Local Government Law of Catalonia, and on articles 15.1.c) and 87 of the Municipal Organic Regulation, relating to delegated councillors. The resolution sets out four mandates:

• Appoint Meritxell Barberà Maré as delegated councillor for Business, Training and Employment, attached to the Delegated Councillor’s Office of the Area of City Projection, Business and Employment, Culture and Citizen Relations.
• Notify the resolution to the interested party and communicate it to the departments of Human Resources and Procurement, Contracting and Heritage.
• Publish the resolution in full in the BOPT, on the municipal electronic notice board, and on the Transparency Portal.
• Report the resolution in the next plenary session to be held.

Effects on the organizational chart and economic competencies

The delegated councilorship assumes the powers established in 2023 within the area grouping city projection, business, employment, culture, and citizen relations, such that the appointment reorganizes the leadership of a field with direct competencies over employment, training, and local economic promotion policies. The document is electronically signed on October 23, 2026, and is certified by the acting secretary, Luis Martín Montull.

The publication in the official bulletin, on the electronic notice board, and on the Transparency Portal completes the formalization of the change, which will also be communicated to the plenary session for the record. With this procedure, the Reus City Council fills the vacancy open since September and restores the chain of delegations of the council’s economic area.
