Reus: Drets Socials auctions the Roger de Llúria residence for 3.3 million

The Department of Social Rights and Inclusion has opened the call for the provision, through delegated management, of the services of the Roger de Llúria residence and day center in Reus. Minister Mónica Martínez Bravo signed Resolution DSI/3276/2026, dated September 15, published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9754, of September 18, 2026, with the reference CVE-DOGC-A-26258072-2026. The contract provides for a maximum amount of 3,287,089.26 euros including VAT for a center with 120 places.
The call is framed within Decree 69/2020, of July 14, on accreditation, social agreement, and delegated management of the Public Care Social Services Network, and Order TSF/218/2020, of December 16, which regulates its provision. Only private social service entities that hold the corresponding accreditation as providers of the Network may apply.
The center is owned by the Department of Social Rights and Inclusion and is located at Roger de Llúria Street, 2B-8, in the Sol i Vista neighborhood of Reus, in the Baix Camp region. The building has three floors and 4,830 m² of built area, and the maintenance of the property is the responsibility of ICF Equipaments, SA for the first 25 years since its inauguration.
99 residence places and 21 day center places
- Assisted residence service: 99 places.
- Day care service (day center): 21 places.
- Minimum hours of direct care: 87,687 annual hours, of which 80,167 correspond to the residence and 7,520 to the day center.
- Day center hours: from 8:00 to 20:00 hours, at minimum, every working day, with possibilities for care on weekends and holidays.
- Complementary services: podiatry and hairdressing, with the current public prices of the department; the awarded entity must guarantee adapted transport for the users who benefit from them.
Fifteen business days to apply and point-based evaluation
Applications are submitted electronically through Canal Empresa or the procedures section of the Generalitat website. The period begins at 9:00 hours on the first business day following the publication of the resolution and ends at 15:00 hours on the fifteenth business day.
The procedure is processed by the Sub-directorate General for Resource Provision of the Directorate General for Accreditation and Provision of Services, which issues a reasoned report with the score. The file then passes to the Social Services Provision Committee, composed of the head of the Sub-directorate General for Resource Provision as president, three members —one from the Directorate General for Accreditation and Provision of Services, one from the Legal Advisory, and one from the delegated Audit— and a secretary. The resolution must be issued within a maximum of three months from the day after the closing of the application period.
The allocation criteria subject to value judgment add up to 54 points: person-centered care protocol (14), participation of geriatric assistants in the interdisciplinary team (15), nutrition committees (10), activity committees (10), and territorial rootedness (5). A minimum of 50% of this score must be obtained to avoid exclusion. Automatically scoreable quality improvements add up to 46 more points. In the event of a tie, the service is assigned to non-profit entities.
Funding and staff to be subrogated
- Total amount: 3,160,662.75 euros excluding VAT and 3,287,089.26 euros including 4% VAT.
- Residence: 2,865,866.85 euros excluding VAT, with a module of 79.31 euros per place per day.
- Day center: 294,795.90 euros excluding VAT, with a module of 38.46 euros per place per day.
- Solvency threshold: turnover equal to or greater than 3,287,089.26 euros in the best of the last three financial years.
- Validity: initial four years, tacitly extendable every two years, up to a maximum of 10 years.
The successful entity must subrogate the current staff of the center, which provides service under the Fundacion Salud y Comunidad - Grupo Lagunduz and the regional agreement Gercat of the elderly care sector.
The call opens the management of a reference facility for dependent elderly people in Baix Camp, with 120 places and a contract of up to ten years, to third-sector entities and social enterprises. The procedure sets a short deadline —fifteen business days— and requires prior accreditation, economic solvency, and a scored technical project, such that the response capacity of the entities will determine who assumes the service.
