Reus announces a competitive examination for an economic promotion technician

The Reus City Council has approved the specific rules for the permanent provision of one middle technician position (job role: economic promotion technician) within its labor staff, through a competitive examination in the open category. The call, included in the 2023 Public Employment Offer (OPE), is published in the Official Gazette of the Province of Tarragona on September 10, 2026, with reference CVE 2026-08374.

The rules were approved by Decree of the Delegate Councilor for the Area of General Services, Finance and Good Governance no. 2026019470, dated September 1, 2026, under file RH 255/2025. This is a labor regime position, group A2, with a destination supplement of 23 and a specific supplement of 608 points (20.97 euros per point or current), assigned to file 166 of the List of Job Positions.

Requirements and submission of applications

Applicants must meet the following specific requirements, in addition to the requirements of the general rules of the 2023 OPE:

• Hold a Degree in Business Sciences, Psychology or equivalent (with homologation from the Ministry of Education and Vocational Training if the degree is foreign).
• Accredit knowledge of the Catalan language at level C1 (proficiency), in accordance with Order PLG/58/2025 and Decree 37/2024.
• Non-Spanish nationals must accredit knowledge of Spanish at level C1.
• Justify the payment of examination fees, with an exemption for unemployed persons without a subsidy.

The deadline for submitting applications is 20 calendar days starting from the day after the publication of the summary of the call in the Official State Gazette (BOE). Applications shall be submitted via the municipal electronic office (https://seu.reus.cat) or at the Citizen Service Office (plaça Mercadal, no. 1, Reus).

Phases of the selection process

The process combines an examination phase and a merit phase, scheduled to begin during the fourth quarter of 2026. The examination phase consists of four exercises:

• First exercise: a questionnaire of 50 questions in 60 minutes, with 0.20 points per correct answer, −0.05 per error, and a minimum of 5 points to pass.
• Second exercise: Catalan (C1) and Spanish (C1) language tests, graded as pass/fail.
• Third exercise: a practical case study test, with a maximum duration of two hours, scored from 0 to 15 points (minimum 7.5).
• Fourth exercise: a structured interview to evaluate five competencies (motivation, resilience, communication skills, service orientation, and quality orientation), up to 5 points.

The competition phase, which is non-eliminatory, assesses merits up to a maximum of 15 points, distributed among professional experience (5), services rendered (4), training courses (4), and other specific merits such as ACTIC, advanced Catalan, or languages (2). The person who passes the process must undergo a six-month probationary period before being hired as permanent contractual staff.

Syllabus and relevance for professionals

The syllabus in the annex includes 41 topics, with common subjects of administrative and local law, and specific subjects of local economic development, such as the Economic Activity Polygons (PAE) of Reus, Law 18/2020 on the facilitation of economic activity, the Sustainable Development Goals (SDGs) and the 2030 Agenda, innovation, and artificial intelligence applied to the business fabric.
