Retuerta del Bullaque delegates the contracting of social services to the Mayor's Office
Por FactBox Admin

The City Council of Retuerta del Bullaque has delegated to the Mayor’s Office the entire procurement process for assisted living services, the seniors’ dining hall, and home care assistance for the municipality. The agreement was adopted by the Plenary of the corporation in the session of September 24, 2026, and is now published in the Official Gazette of the Province of Ciudad Real number 205, corresponding to Friday, October 23, 2026, via announcement number 3434.
The publication is carried out in compliance with the provisions of Article 51.2 of Royal Decree 2568/1986, of November 28, which approves the Regulations on the Organization, Operation, and Legal Regime of Local Entities. The official text reproduces the plenary agreement in its entirety and bears the signature of the mayor, Miguel Ángel Villa Gutiérrez, with the secure verification code fxZkr8LCAo3mYxC3XzT1.
A complete file in the hands of the mayor
The delegation is not limited to the award: it covers “the entire procurement process” of the file. According to the published agreement, the Mayor’s Office-Presidency assumes the following actions:
- The preparation of the Justification Report of the file.
- The initiation of the file, requesting the corresponding reports and certificates.
- The approval of the procurement file.
- The approval of the specific administrative clause specifications and technical prescriptions, or equivalent documents that will govern the procurement.
- The approval of the expenditure and the call for tender.
- The request for documentation from the bidder and the award.
- The formalization of the contract.
- The approval of invoices and the recognition of the obligations derived from their execution and payment.
- Extensions, where applicable, and any other actions that may derive from the file.
The agreement also incorporates an accountability obligation: the Mayor’s Office “must report to the Plenary” on the actions carried out under this delegation.
Three services linked to seniors and dependents
The object of the delegation consists of three benefits of a marked social character. Assisted living, the seniors’ dining hall, and home care assistance form the core of municipal care for elderly people and those in a situation of dependency in this municipality of the province of Ciudad Real.
The delegation is approved specifically regarding the procurement file for these three services, so that the corporation concentrates in the Mayor’s Office the administrative processing necessary to tender and award their provision. The text does not detail amounts, execution deadlines, or the number of users, details that will be specified in the Justification Report and in the specifications approved by the Mayor’s Office.
Official publicity and plenary control
The announcement is inserted in the local administration section of the provincial bulletin, within the City Councils section, and occupies page 25 of the issue, which consists of 44 pages. Publication in the BOP of Ciudad Real constitutes the official publicity formula provided for by local government regulations for this type of delegation agreement.
With this formula, the City Council of Retuerta del Bullaque transfers to the Mayor’s Office a competence that initially corresponds to the Plenary regarding procurement, maintaining the duty of subsequent information to the collegiate body. The agreement is thus registered within the general framework of Royal Decree 2568/1986, which regulates delegations between the organs of local entities.
The measure has a direct impact on the citizenry: the three affected services are daily care benefits for elderly residents and for people who require support in their homes. By concentrating the processing in the Mayor’s Office, the decision chain—from the justifying report to the payment of invoices—is streamlined, which in small municipalities reduces waiting times between the tender and the actual provision of the service. The file is now in the hands of the mayor, Miguel Ángel Villa Gutiérrez, with the obligation to inform the Plenary of every step taken.
