Retuerta concentrates home care contracts in the Mayor's Office
Por FactBox Admin

The Plenary of the City Council of Retuerta del Bullaque has delegated to the Mayor’s Office-Presidency all competencies regarding the procurement file for assisted living services, the elderly dining hall, and home care assistance for the municipality. The agreement was adopted in the plenary session of September 24, 2026, and is published in the Official Gazette of the Province of Ciudad Real, number 205, dated October 23, 2026, section I (City Councils), page 25, under announcement number 3434.
Publicity of the delegation according to the local government regulations
The announcement is issued “in compliance with the provisions of article 51.2 of Royal Decree 2568/1986, of November 28,” which approves the Regulations on the Organization, Operation, and Legal Regime of Local Entities. This provision requires the publication in the official provincial gazette of the delegation of competencies that the Plenary agrees upon in favor of other municipal bodies, so that the agreement is known and can take effect against third parties.
The text is signed by the mayor, Miguel Ángel Villa Gutiérrez, and the document incorporates the secure verification code fxZkr8LCAo3mYxC3XzT1. The copy of the gazette consists of 44 pages, and this announcement occupies page 25.
Three benefits for the elderly and dependent people in a single file
The delegation covers “the entire procurement process” of a file that groups three care services for elderly and dependent people within the municipal district:
- Assisted living: supervised accommodation for those who need support for daily living.
- Elderly dining hall: food service and day stay.
- Home care assistance: assistance provided in the user’s own home.
The plenary agreement does not detail tender amounts, execution deadlines, or contract duration; these details must be specified in the justifying report and in the specifications approved within the file.
From the justifying report to the payment of invoices
The agreement expressly lists the actions assumed by the Mayor’s Office throughout the processing:
- Preparation of the Justifying Report of the contract.
- Initiation of the file and request for the corresponding reports and certificates.
- Approval of the procurement file.
- Approval of the specific administrative clause specifications and technical prescriptions “or equivalent documents.”
- Approval of the expenditure and call for tender.
- Request for documentation from the bidder and award of the contract.
- Formalization of the contract, approval of invoices, recognition of obligations derived from its execution, and payment.
- Extensions, if applicable, and “whatever other actions may derive” from the file.
Plenary control and subsequent procedures
The delegation does not exclude the Plenary from the monitoring of the contract: the agreement concludes with the obligation of the Mayor’s Office to “report to the Plenary” on the actions taken. In doing so, the corporation maintains the ability to be informed about the development of a procurement process that affects direct care services for residents.
The announcement also does not set a date for the call for tenders nor the applicable award procedure. These details will be known once the Mayor’s Office approves the specifications and publishes the tender, at which point interested companies may apply.
The decision has a direct impact on the residents of Retuerta del Bullaque, a municipality in the province of Ciudad Real where sheltered housing, the seniors’ dining hall, and home care support sustain the care of people who cannot fend for themselves. By concentrating the processing in the Mayor’s Office, the City Council seeks to expedite the contracting of services that cannot tolerate interruptions, while publication in the official bulletin allows any interested party to know who decides and to what extent.
