Retortillo de Soria cedes municipal premises to Losana for five years.

The Plenary of the Retortillo de Soria City Council initially approved, at a session held on 5 August 2026, the free transfer for a period of five years of the municipal ground-floor premises located at 23 La Plaza Street, Losana, to the Losana Neighborhood Association. The agreement was published this Friday in the Official Gazette of the Province of Soria (No. 94, p. 2795), within the Local Administration section, and opens a public information procedure of twenty business days for the submission of objections.

The property, which the notice classifies as a patrimonial asset of the City Council, will be used for carrying out the activities and purposes set out in the association’s founding bylaws, which benefit the neighbors and residents of Losana, a population center of the municipality of Retortillo de Soria. The transfer is processed in accordance with Article 83 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, in relation to Article 110.1.f of the Regulations on Assets of Local Entities, approved by Royal Decree 1372/1986, of 13 June, a rule that enables the free transfer of patrimonial assets to non-profit entities for purposes of neighborhood interest.

Free transfer for five years

The plenary agreement, which is of an initial nature and will become final if no objections are submitted, includes the following conditions:

• Free transfer, without economic consideration, for a period of five years.
• Subject: ground-floor premises located at 23 La Plaza Street, Losana.
• Beneficiary: the Losana Neighborhood Association.
• Purpose: activities and purposes provided for in its founding bylaws, for the benefit of the neighbors and residents of the population center.

Twenty business days to examine the file

The notice published in the Official Gazette of Soria opens the public information procedure provided for in administrative procedure legislation. The deadline is twenty business days, counted from the day following publication in the provincial gazette, and during this period:

• Any natural or legal person may examine the transfer file.
• Those who may be considered interested parties may appear before the City Council.
• Any objections, suggestions or claims deemed appropriate may be submitted.

If no objections are submitted, the file will be deemed definitively approved, without the need for a new plenary resolution.

The notice is dated in Retortillo de Soria on 10 August 2026 and is signed by the mayor, José Alberto Medina Ayuso. It appears in issue No. 94 of the Official Gazette of the Province of Soria, corresponding to Friday, 14 August 2026, on page 2795, with the official reference BOPSO-94-14082026.

The transfer provides the Losana Residents’ Association with a stable space for the development of its social activity, with a direct impact on the residents of the town, who will have a meeting and participation venue. The public information procedure also guarantees that any interested party can review the file and voice their opinion before the agreement becomes final.
