The agreement for the San Miguel de Pedrezuela Senior Day Center has been terminated

The Community of Madrid, through the Department of Family, Youth, and Social Affairs, and the Pedrezuela City Council have terminated the collaboration agreement that organized the care for elderly people at the “San Miguel” Day Center in Pedrezuela. The resolution, signed on July 31, 2026, is published in the Official Gazette of the Community of Madrid number 206, dated August 29, 2026, in the Department’s Announcements section (reference BOCM-20260829-16).
The agreement was adopted following the reversion of the property to its owner, the company Largonz, S.L., which requested the extinction of the right of use held by the City Council. Despite the resolution, both parties guarantee the continuity of care for users until the new negotiated service contract comes into effect.
An agreement with three extensions
The original agreement was signed on November 30, 2023, to organize elderly care at the center, registered in the Registry of Entities, Centers, and Social Action Services of the Community of Madrid under number C3580. The Pedrezuela City Council held the right of use of the property, located at Paseo de la Ermita, number 28, by virtue of a Use Assignment Agreement signed on May 21, 2012, with the assignor Largonz, S.L.
The agreement was extended and modified on several occasions:
- November 8, 2024: extension addendum for the year 2025.
- November 13, 2025: modification and extension addendum for 2026, with an increase in places from 13 to 16.
The reversion of the property
Largonz, S.L., the legal asset owner of the property, requested the City Council to terminate the 2012 Use Assignment Agreement. On March 27, 2026, the City Council submitted the request for registration modification to the Department, and on June 18, 2026, the reversion of the powers of use and disposal of the property in favor of the company was communicated.
The process was formalized through the Minutes of May 11, 2026, rectified by the Minutes of July 8, 2026. The Local Government Board of Pedrezuela approved the termination of the agreement on July 8, 2026, due to the occurrence of the cause provided for in the ninth clause, section 1.d), as its fulfillment became impossible.
Continuity guaranteed until the new contract
The Monitoring Commission of the agreement, meeting on July 22, 2026, proposed, under article 52.3 of Law 40/2015, of October 1, the termination of the agreement and the continuation of ongoing activities until the entry into force of the negotiated contract titled “Care service for elderly people in a day care center in the town of Pedrezuela 2025”, file 173/2026 (A/SER-022608/2026), with a deadline of October 1, 2026.
The document was signed on July 31, 2026, by Counselor Ana Dávila-Ponce de León Municio and the Mayor-President of Pedrezuela, Rodrigo García Zafra. Once the proceedings are completed, the settlement of outstanding obligations will proceed in accordance with Article 52.2 of Law 40/2015.
Impact for users
The resolution does not interrupt the provision of the service: elderly people in a situation of dependency occupying the agreed-upon places will continue to be cared for until the new negotiated contract comes into effect. The measure thus guarantees an orderly transition from the collaboration regime to the new management system, without prejudice to the center’s users.
