Merit competition resolved in Presidency and Justice

The Ministry of Presidency, Justice and Local Administration of the Community of Madrid has resolved the filling of two vacant job positions through a merit-based competition procedure, awarding them to the civil servants listed in the annex of the resolution. The Order of August 25, 2026, signed by the regional minister of the department, is published in the Official Gazette of the Community of Madrid (BOCM) number 210, dated September 3, 2026, on pages 140 to 142.
The call for applications now being resolved was approved by Order of March 23, 2026, published in the BOCM on April 7, 2026. The procedure has been processed in accordance with Law 1/1986, of April 10, on the Civil Service of the Community of Madrid, Law 4/1989, of April 6, on the filling of job positions reserved for civil servants, and the orders of the Ministry of Finance regulating the rules for merit competitions, in addition to Royal Decree 364/1995, of March 10.
Awarded Positions
The resolution awards job positions 61450 and 61536 to the civil servants selected by the Merit Board, with a favorable report from the Ministry of Economy, Finance and Employment. The assignments are located in the Vice-Ministry of Presidency and Local Administration, within the General Directorate for Territorial Rebalancing and its Sub-Directorate General for Municipal Assistance.
- Position 61536 — Administrative Management Subsection, group B/C, level 22, specific supplement of 11,846.64 euros, awarded to María Rosario Fernández García.
- Position 61450 — Administrative Management and Processing Subsection, group B/C, level 22, specific supplement of 11,846.64 euros, awarded to Francisco Ferriz Jiménez.
Vacated Positions
As a result of the appointments, two positions previously held by the awardees in their former assignments are vacated, both with the same specific supplement of 11,846.64 euros:
- Position 78899 — Administrative Processing Subsection, in the Strategic Coordination Division of the same General Directorate.
- Position 34806 — Procurement Office I, group C/D, level 18, specific supplement of 9,016.56 euros, in the Central Purchasing Board of the Ministry of Economy, Finance and Employment.
Deadlines and Appeals
The period to take possession of the new assignment shall be three days, counted from the day following the cessation of duties, which must take place within three days following the publication of the resolution, unless the cessation has been deferred by the competent body. If the resolution involves reinstatement to active service, the period shall be that established by the reinstatement order.
The Order exhausts the administrative route. Against it, an optional appeal for reversal (recurso de reposición) may be filed within one month before the same body that issued it, or a contentious-administrative appeal (recurso contencioso-administrativo) within two months before the Contentious-Administrative Courts of Madrid, in accordance with Law 39/2015 and Law 29/1998. The resolution is signed, by delegation, by the Technical General Secretary, María Lourdes Ríos Zaldívar.
The publication of this resolution closes the process of filling positions in the Ministry of Presidency, Justice and Local Administration, providing legal certainty to the awarded officials and allowing for the effective filling of vacant posts. Interested parties now have fixed deadlines for taking possession and for exercising appeals, which guarantees transparency and control of the internal mobility procedure within the Madrid public service.
