Por FactBox Admin

The General Directorate of Universities of the Department of Education, Culture and Universities has resolved the granting and denial of the GV-Talent scholarships for excellence in academic performance for the 2024-2025 academic year, with a committed expenditure of 295,600 euros against the maximum credit of 1.6 million provided for in the call. The resolution, signed on October 8, 2026, by the general director María Amalia Sanz Benlloch, is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10473, dated October 19, 2026, with the official reference DOGV-C-2026-32077.
The grants were announced through the Resolution of April 24, 2026, published in DOGV number 10351, dated April 28, 2026, which established the bases and a maximum credit of 1,600,000 euros under a competitive bidding process. The award criterion is the grade point average for the 2024-2025 academic year: initially, one scholarship is granted per year, degree, and university —and per year, degree, and higher center of artistic education— to the person with the best grade point average to two decimal places, and additional scholarships may be added if the initial allocation does not exhaust the global amount.
On September 30, 2026, the evaluation committee drew up the minutes with the result of the evaluation, and on October 1, 2026, the University Scholarships and Grants Management Service, the instructing body, submitted its proposal to the general director. The expenditure is charged to the subsidy line S0225 of the budgetary subprogram 422E00, application G01090301.422E00.4, of the Generalitat Budget Law for 2026.
More than 270 beneficiaries and 295,600 euros committed
Annex I of the resolution lists the granted applications, with the NIF partially hidden, the degree, the year, and the amount. The scholarships are funded with three amounts: 1,200, 800, and 400 euros. The distribution by universities of the Valencian University System totals 279,600 euros:
- Universitat Politècnica de València (UPV): 106,000 euros.
- Universitat de València-Estudi General (UV): 52,000 euros.
- University of Alicante (UA): 56,800 euros.
- Jaume I University of Castelló (UJI): 24,400 euros.
- Miguel Hernández University of Elche (UMH): 21,200 euros.
- Catholic University of Valencia San Vicente Mártir (UCV): 10,000 euros.
- Cardenal Herrera-CEU University (UCH): 6,800 euros.
- European University of Valencia (UEV): 2,400 euros.
16,000 euros for higher artistic education
The third resolution allocates 16,000 euros to the centers that make up the Higher Institute of Artistic Education of the Valencian Community (ISEACV) or are affiliated with it, corresponding to fourteen undergraduate students:
- Conservatorio Superior de Música de Castellón Salvador Seguí: 3,200 euros.
- Barreira Arte y Diseño, SL: 2,400 euros.
- Centro autorizado superior de música ESMAR-Global Education Initiatives, SL: 2,400 euros.
- Escuela de Arte y Superior de Diseño de Orihuela: 2,400 euros.
- Conservatorio Superior de Danza de Alicante: 1,200 euros.
- Conservatorio Superior de Música de Alicante Oscar Esplá: 1,200 euros.
- Escuela de Arte y Superior de Diseño de Castellón: 1,200 euros.
- Escuela de Arte y Superior de Diseño de Valencia: 1,200 euros.
- Escuela de Arte y Superior de Diseño de Alicante: 800 euros.
Denials, withdrawals, and unallocated credit
Annex II lists the denied and withdrawn applications along with the reason code for each. Among the causes are not reaching the minimum required grade point average (4), not obtaining the best grade point average for the course, degree, and university (26), not passing all minimum enrolled credits in the first call (25), not being enrolled in the minimum number of credits (156), failing to prove residence in a municipality of the Valencian Community (28), or failing to justify the declared family unit (150). Applications with code 6 are declared withdrawn for failing to comply with the request for correction in accordance with Article 68 of Law 39/2015, and those with code 158 for express withdrawal under Article 94 of the same regulation; in both cases, the procedure is archived.
The sixth resolution commits 295,600 euros and unallocates the remaining credit from line S0225, amounting to 1,304,400 euros, confirming that the call was resolved well below the budget ceiling.
One month for the appeal for reversal
Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed before the Secretaría Autonómica de Universidades within one month from the day following its publication, or a contentious-administrative appeal may be filed before the Sala de lo Contencioso-Administrativo del Tribunal Superior de Justicia de la Comunitat Valenciana within two months. The complete list of granted, denied, and withdrawn applications is also published on the department’s website at universitats.gva.es/es/beca-gv-talent.
The resolution closes a process that arrives nearly one academic year late relative to the scholarship year and leaves more than 80% of the planned credit unused, meaning the number of students finally served—just over 270—falls far short of the call’s initial forecasts. For families, the publication of Annex I provides final confirmation of the aid and the payment schedule through each university and center.
