Rural retail trade and street vending grants resolved

The Provincial Council of Segovia has resolved the 2026 call for grants for rural retail trade and street vending, granting subsidies to 118 applicants and dismissing 31 of the 149 applications submitted. The resolution, adopted by Presidential Decree on August 17, 2026, is published in the Official Gazette of the Province of Segovia number 100, dated August 21, 2026, on page 8.

The agreement, processed by the area of Provincial Promotion and Sustainable Rural Development, is financed through budget item 05 414 489 0400 and concludes the administrative process. Beneficiaries must submit the justification for the grants to the Provincial Council, in accordance with the rules of the call.

Framework of the call

The regulatory bases were approved by the Governing Board in the session of April 15, 2026, and published in the BOP of Segovia number 48, dated April 22, 2026. Eligible beneficiaries include natural and legal persons, including self-employed workers, legally established in the province who are owners of a retail commercial establishment, a street vending business, a personal care and basic needs service establishment, or agri-food producers with an authorized point of sale, registered under the corresponding IAE (Economic Activities Tax) headings.

An essential requirement is that applicants have their tax domicile and carry out their activity in municipalities of the province with fewer than 1,000 inhabitants and their dependent smaller local entities.

Amounts and evaluation criteria

The grants are awarded based on the points obtained in the scaled criteria (A, B, C, and D), with amounts ranging between €932.20 and €3,000.00. Among the granted amounts are:

€932.20 for the lowest-scoring applications.
€1,398.31 and €1,864.41 for the intermediate brackets.
€2,330.51 and €2,796.61 for the highest-rated.
€3,000.00, the maximum amount, for file 7740/2026.

Reasons for dismissal

The 31 rejected applications are grouped into several scenarios detailed in the annex of the resolution:

Activity not falling within the admitted headings (for example, restaurants, cafes and bars, manufacture of meat products, or agricultural activity).
Tax domicile or activity development in towns of more than 1,000 inhabitants, such as El Espinar, Cantalejo, Cuéllar, La Lastrilla, or Segovia.
Not being registered in the census of economic activities.
Withdrawal of the application.
Failure to respond to the request for correction.

Appeals and procedure

An optional appeal for reversal (recurso de reposición) may be filed against the resolution before the Honorable President of the Provincial Council within one month of its publication in the BOP, or alternatively, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Segovia within two months. The resolution, signed by the Deputy Secretary Laura Álvarez García, is notified through its publication in the BOP and on the Provincial Council’s website.

The resolution of these grants represents direct support for small shops, freelancers, and street vendors who sustain the economic life of the smallest municipalities in the province, contributing to population retention and the maintenance of basic services in the rural Segovian environment.
