Renaico is declared a sanitary risk zone due to septic tank overflows

The Regional Ministerial Secretariat of Health of the La Araucanía Region declared the commune of Renaico a sanitary risk zone, through Exempt Resolution No. CP 20.192, issued in Temuco on August 24, 2026. The measure is a response to the overflowing of septic tanks, the surface runoff of sewage, and the presence of rodents caused by the frontal system that affected the region, with an estimated impact on 206 homes. The resolution was published in the Official Gazette of the Republic of Chile on Wednesday, September 2, 2026 (official reference CVE 2862808).

Legal Basis and Background

The declaration is based on the Sanitary Code (DFL No. 725/67), which mandates that the Regional Ministerial Secretariats of Health ensure the elimination or control of environmental factors affecting the health of inhabitants, and on DFL No. 1 of 2006, which establishes the functions of the Seremis in protecting the population against environmental risks. The authority relied on Alpha Reports from the Damage and Needs Assessment System No. 8-D and No. 8-E, dated August 4 and 14, 2026, prepared by the I. Municipality of Renaico, as well as the Technical Report of August 21 and the Consolidated Technical Report of Sanitary Inspection and Risk Assessment of August 24, 2026.

Detected Sanitary Situation

The inspection verified in the evaluated rural sectors the overflowing of septic tanks and the surface runoff of sewage, associated with soil saturation and the decrease in the infiltration capacity of private systems. Added to this is the presence of rodents in urban and rural sectors, within a context of overflowing rivers, streams, and canals, and exposed household waste, which creates sanitary exposure conditions for families and their homes.

Municipal Obligations and Validity

The resolution stipulates that the I. Municipality of Renaico must implement all corresponding actions to facilitate the adoption of the necessary sanitary and emergency measures, in order to control the risks derived from the described events and ensure that the health of the inhabitants is not affected. The sanitary risk zone will remain in effect for the time strictly necessary for the elimination of the risk, and the resolution enters into force without awaiting its publication in the Official Gazette, due to the required urgency. The declaration turns Renaico into a territory under active sanitary surveillance, forcing the municipality to manage resources for environmental sanitation and vector control. For the residents of the commune, the measure implies a coordinated response from the authorities in the face of an emergency that directly compromises the health and sanitation of their homes following the passage of the weather system.
