Rena aprueba su plan municipal frente al riesgo de inundaciones

The Plenary Session of the Rena City Council approved the Municipal Action Plan (PAM) against the risk of flooding on October 8, 2026, according to the agreement published in the Official Gazette of the Province of Badajoz on Wednesday, October 14, 2026 (Announcement 4040/2026). The operative part orders the promotion of the plan’s registration in the Regional Registry of Civil Protection Plans and the activation of its implementation. The publication is signed by the mayor, Desiré Vázquez Becerra.

The PAM is the municipal planning instrument regarding civil protection and emergency management against floods. Its function is to establish the organic and functional framework, the action procedures, and the mechanisms for coordination and mobilization of the municipality’s means and resources in pre-emergency and emergency flood situations.

The agreement from Rena does not detail the regulatory framework, which does appear in analogous files published in the same provincial gazette. That framework consists of Law 17/2015, of July 9, on the National Civil Protection System; Royal Decree 524/2023, of June 20, on the Basic Civil Protection Standard; Royal Decree 893/2013, of November 15, on the Basic Guideline for civil protection planning for flood emergencies; Law 10/2019, of April 11, on civil protection and emergency management of Extremadura; Decree 32/2023, of April 5, which regulates the Registry of Civil Protection Plans of the autonomous community; and the Special Civil Protection Plan for Flood Risk of Extremadura, INUNCAEX.

A technical plan with two companies involved

The plenary agreement consists of three operative points that divide the work between a drafting company and another in charge of the rollout:

  • First. Approve the Municipal Action Plan against the risk of flooding for the municipality of Rena, prepared by the company Aquaductos Ingenieros y Servicios Extremeños, SL.
  • Second. Promote the registration of the PAM in the Regional Registry of Civil Protection Plans.
  • Third. Promote implementation activities by notifying the agreement to the company Innocampo, which is tasked with starting the work immediately to meet the established technical deadlines.

The published text indicates that the plan is available for consultation by interested parties at the electronic headquarters of the Rena City Council, accessible at the address https://sede.rena.es/.

Registration in the regional registry

Registration in the regional registry is the procedure that provides validity and official monitoring to the document once approved by the competent local body. Decree 32/2023, of April 5, regulates this registry and establishes the structure, minimum content, approval regime, maintenance, and implementation of civil protection plans in Extremadura.

INUNCAEX determines which municipalities, based on their risk level, must have a specific municipal action plan against this risk. Plans of this type provide for requesting the mobilization of regional means and resources when municipal ones prove insufficient, and usually include the zoning of the territory, the identification of vulnerable elements, activation procedures, and population protection measures, such as evacuation or confinement.

Other municipalities in the province in the same process

The approval of Rena adds to a series of similar files processed in the province during recent weeks:

  • Villar de Rena: approval by the Plenary in the session of September 18, 2026, with a plan prepared by Construmex, Construcciones, Medio Ambiente y Servicios Extremeños SL (Announcement 3718/2026, bulletin of September 25).
  • Mérida: approval by the Local Government Board on September 24, 2026, following the favorable report from the Permanent Civil Protection Commission of Extremadura on August 25 (Announcement 3778/2026, bulletin of September 30).
  • Solana de los Barros: initial approval on September 30, 2026, and submission to public exhibition for 15 days for claims and allegations (Announcement 3857/2026, bulletin of October 5).

In cases already reported by the regional commission, the prior procedure required by the regulations is the favorable report from that body before municipal approval and the promotion of registration in the registry.

What it means for residents

The plan approved by Rena organizes the municipality’s response to a flood: who directs the emergency, which services intervene, how the population is notified, and what means are available. Its registration in the regional registry also allows local action to be linked with Extremadura’s planning when the emergency exceeds the city council’s capacity. With the notification to Innocampo to begin implementation, the council starts the phase in which the document ceases to be a technical text and begins to be translated into protocols, training, and exercises for municipal services.
