Reinosa reconfigures his government team with Andrea Sordo Fernández

The Reinosa City Council has made public the resolutions of the Mayor’s Office reconfiguring its municipal government team. The appointments, dated September 11, 2026, are published in the Official Gazette of Cantabria on Monday, September 21, 2026 (BOC no. 181), under the official reference CVE-2026-7257 and file 2026/1915. The renewal occurs following the resignation of one councilor and the incorporation of a new councilwoman to the Plenary.

The origin of the change in the government team

According to the announcement, dated June 5, 2026, and entry registration number 4077, Mr. Alberto Ruiz Yesa ceased his position as councilor, which necessitated a new configuration of the municipal government team. Subsequently, in the session of the City Council Plenary on September 8, 2026, Ms. Andrea Sordo Fernández took office as councilwoman, replacing the previous councilor due to resignation.

The three agreements are adopted under articles 21 and 23 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and articles 43, 44, 46, 52, 53 and 114 to 121 of Royal Decree 2568/1986, of November 28, which approves the Regulation of Organization, Operation and Legal Regime of Local Entities. The Mayor’s Office issued three resolutions, all dated September 11, 2026, with numbers 1144, 1145, and 1146.

Deputy Mayors and Local Government Board

Resolution 1144 appoints the Deputy Mayors, who are also members of the Local Government Board:

• First Deputy Mayor: Ms. Beatriz de la Pinta Posada.
• Second Deputy Mayor: Mr. Miguel Ángel Fernández Higuera.
• Third Deputy Mayor: Ms. Andrea Sordo Fernández.

Resolution 1146 establishes the members of the Local Government Board, in addition to the Mayor: Ms. Beatriz de la Pinta Posada, Mr. Miguel Ángel Fernández Higuera, and Ms. Andrea Sordo Fernández. The agreement specifies that the delegated powers previously granted to the Local Government Board remain in effect.

Special delegations by area

Resolution 1145 carries out special delegations in favor of the councilors for specific tasks:

• Ms. Beatriz de la Pinta Posada: Culture, Dynamization and Social Services, which includes Culture, Festivities, Education, Equality, Seniors, Youth, and Impluvium.
• Mr. Miguel Ángel Fernández Higuera: Works and Urban Services, which includes Urban Planning, Employment, Personnel, Sports, Waste, Parks and Gardens, Street Cleaning, Snow, Cemetery, Funeral Services, and Livestock Fair.
• Ms. Andrea Sordo Fernández: Environment, Trade and Tourism, which includes Hospitality, Street Vending, Consumption, Public Health, and Animal Welfare.

Each delegation also includes the monitoring of contracts, grants, and agreements related to the council’s competencies. The announcement specifies that these delegations encompass the internal direction and management of services, but not the power to resolve through administrative acts that affect third parties. Resolution 1145 nullifies previous resolutions on the matter.

Effects, notification, and appeals

The three resolutions order to report to the Plenary in the first session it holds, to personally notify the designees, and to be published in the Official Gazette of Cantabria, without prejudice to their effectiveness from the day following the signature. Against them, which end the administrative route, an optional appeal for reversal may be filed before the Mayor’s Office-Presidency within one month, and a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Santander within two months. The document was signed in Reinosa on September 11, 2026, by the mayor-president, Sergio Balbontín Ruiz.

The official publication confirms the distribution of competencies of the new governing team of Reinosa and establishes who assumes each municipal area, a relevant point for residents, companies, and entities processing matters with the City Council. At the same time, the announcement opens the legal deadlines to challenge appointments that are already effective from the day following their signature.
