Regions and municipalities call for works-for-taxes for infrastructure

The Official Gazette El Peruano publishes this Wednesday, September 2, 2026, in its Official Bulletin, several calls for selection processes under Law No. 29230 (Works for Taxes). Regional governments and municipalities of Loreto, Chilca, Espinar, and Huancayo are calling for private companies to finance and execute infrastructure projects with private capital.

The Works for Taxes mechanism allows private companies to finance and execute public investment projects in exchange for deducting the invested amount from their income tax. It is governed by Law No. 29230 and its Regulations, approved by Supreme Decree No. 038-2026-EF. The processes are handled by special committees, and the guidelines can be consulted on the portals of Proinversión and each convening entity.

Loreto: drinking water and sanitation in the Momón basin

The Regional Government of Loreto, through its Special Committee for Works for Taxes and the Regional Infrastructure Management, calls for private companies for the financing and execution of two projects. The largest is the creation of rural drinking water and sewerage services in 28 population centers of the Momón river basin, Punchana district, Maynas province, with CUI No. 2691305 and a reference amount of S/ 139,734,059.31, with an execution period of 930 days. A call is also issued for the raising of the road level of Maynas, Gardeñas, 200 Millas, and Malecón Pradera streets in the Munich AA.HH., in Iquitos, with CUI No. 2516183 and S/ 16,831,306.40.

Chilca: public spaces in Cañete

The District Municipality of Chilca (Cañete, Lima) launches selection processes in a second call for the improvement of urban public spaces. Among the projects are:

  • Improvement of the Barrio Chalaco park (CUI 2625240, S/ 2,629,722.04).
  • Creation of a recreation area in the Malambo park (CUI 2559838, S/ 3,047,654.34).
  • Improvement of the La Familia park (CUI 2706474, S/ 2,228,986.57).
  • Improvement of the Identity park (CUI 2706900, S/ 994,210.88).

Expressions of interest will be received from September 3 to 11, 2026.

Espinar and Huancayo: irrigation and urban mobility

The Provincial Municipality of Espinar (Cusco) calls for the financing and execution of the creation of the water supply service for pumping irrigation in the Humahuala, Huayllumayo, Aira Miraflores, and Chaco sectors, of the Hatun Airaccollana peasant community, Coporaque district, with CUI 2631546 and S/ 16,130,179.15. For its part, the Provincial Municipality of Huancayo calls for the supervision of the creation of the urban mobility service on Ferrocarril Avenue, Tahuantinsuyo Avenue–Circunvalación Avenue section, El Tambo district, with CUI 2702829 and a supervision amount of S/ 880,288.11.

Deadlines and participation

Interested companies must submit their expression of interest to the special committees within the deadlines set in each call, which generally run from September 3 to 11, 2026. Documentation is submitted at the filing offices (mesas de partes) of each entity, and the guidelines can be consulted at www.proinversion.gob.pe and on the institutional portals.

These calls reflect the momentum of the Works for Taxes mechanism to close infrastructure gaps in regions and municipalities using private resources, without directly compromising the public budget. For companies, they represent an investment opportunity with a tax return; for citizens, the realization of basic water, sanitation, irrigation, and urban mobility services.
