Miralcamp irrigators vote on the 2027 budgets on November 26

The Irrigation Collective number 10 of the Canals d’Urgell, based in Miralcamp, has called an ordinary general meeting for November 26, 2026, at 6:30 p.m., in the first call, at the plenary hall of the Miralcamp City Council. The session must put to a vote the income and expenditure budgets for the 2027 financial year and the deadlines for the payment of assessments. The notice is signed by the president of the entity, Jaume Torres Minguell, and is published in the Official Gazette of the Province of Lleida no. 211, of November 4, 2026 (CVE BOP-2026_0_211_9186).

Number 10 is one of the 21 irrigation collectives that make up the General Community of Irrigators of the Canals d’Urgell, with registered offices at Jaume I Avenue, number 1, in Mollerussa, and presided over by Amadeu Ros Farré. The social building and the Community’s network serve thousands of participants distributed across the districts of Pla d’Urgell, la Segarra, l’Urgell, and el Segrià.

This year’s calendar aligns the collectives’ assemblies with the general planning of the canal. The General Board of the General Community met on October 25, 2026, in Mollerussa and approved the 2027 Works Plan, the Community’s ordinary budget for the next financial year, the determination of deadlines and fractions of assessments, and the settlements for the registration and cancellation of water rights, in addition to ratifying the tender for the modernization works of sector B10, according to the edict published in the BOP no. 195, of October 13, 2026 (CVE BOP-2026_0_195_8447).

Eight points on the agenda

The Miralcamp call comes with an eight-point agenda that combines ordinary economic management with the renewal of governing bodies:

Appointment of scrutineers for the approval of the session minutes.
Reading and approval, if applicable, of the draft minutes of the previous General Board.
Examination and approval of the income and expenditure budgets for the 2027 financial year and determination of deadlines for the payment of assessments.
Approval of the entry fee per workday or hectare for new registrations or changes of district within the Collective.
Approval of new works or improvements in the districts for amounts exceeding 10,000 euros, with the corresponding budgets, except for emergency works.
Renewal of positions: election of a titular trustee and a substitute trustee for the districts of Golmés and Vilanova, and a titular and substitute Irrigation Juror for the Collective.
Presidency report.
Open floor for discussion.

The session will be held in the first call at 6:30 p.m. and, half an hour later, in the second call, if an absolute majority of the Collective’s votes are not present. This is the usual mechanism in these irrigation assemblies, where the vote is weighted by surface area and not by the number of attendees.

Budgets, fees, and works up to 10,000 euros

The two central economic points are the 2027 budget and the entry fee. The former sets the income and expenses for the next fiscal year and establishes when and how the derrames—the contribution each participant makes to cover the common expenses of the district—must be satisfied. The latter determines the price per workday or per hectare applied when an owner joins the Collectivity or changes districts.

Furthermore, the assembly may authorize new works or improvements to the districts exceeding 10,000 euros, along with the budget to finance them, while exempting works classified as urgent from this prior authorization. This is the decision range that most directly affects the maintenance of irrigation ditches, paths, and irrigation infrastructure in the area.

An autumn of meetings across the canal

The meeting in Miralcamp is not an isolated event. Collectivity number 8 has convened its general meeting for the same November 26, at 7:30 p.m., at the Llotja de Bellpuig, for the approval of minutes, appointment of the secretariat, renewal of members of the Governing Board for the districts of Vilagrassa, Seana, and Castellnou, and ratification of the change of registered office, according to BOP no. 210, of November 3, 2026 (CVE BOP-2026_0_210_9079).

Other districts are closing their calendars on the scheduled and subsequent days. Collectivity number 13, also based in Miralcamp and presided over by Jaume Perera Ribera, will gather participants on November 30 at 7:00 p.m. in the plenary hall of the Miralcamp Town Hall, to discuss the 2027 budgets of the governing board and each district, and the ratification of agreements regarding the Puiggrós estate, according to BOP no. 207, of October 29, 2026 (CVE BOP-2026_0_207_8890).

For the irrigators of number 10, the session on November 26 is the one that sets next year’s bill: what is approved regarding the budget, entry fee, and payment deadlines for derrames will determine the payments for the 2027 irrigation campaign.
