Pozo Alcón irrigation districts vote on the modernization agreement with Seiasa

The Pozo Alcón, Hinojares, and Cuevas del Campo Irrigation Community has called an Extraordinary General Meeting for the upcoming October 4, 2026, with the objective of putting to a vote the modernization and consolidation agreement for its irrigated lands with the State Mercantile Society for Agricultural Infrastructures (Seiasa). The call is published in the Official Gazette of the Province of Jaén, number 170, dated September 2, 2026, under reference 2026/3962.

The assembly will be held on the first call at 10:00 AM in the Social Hall (opposite the Health Center) of the Pozo Alcón Town Hall, and the agenda items will be presented again at 11:00 AM at the House of Culture of the Cuevas del Campo Town Hall. The announcement is signed by the president of the community, Isicio Cruz Moreno, dated July 31, 2026.

A key agreement for irrigation modernization

The central point of the agenda is the approval, if applicable, of the “Agreement for the financing, construction, and operation of the modernization and consolidation works for irrigated lands” of the community’s Irrigation Modernization Project, which includes the Peralta Pumping Station. The agreement would be signed with Seiasa, the state society in charge of agricultural infrastructures.

The General Governing Board is authorized to carry out all necessary procedures to request the incorporation of this action into European fund aid or any other available subsidy, from both the Government of Spain and the Regional Government of Andalusia. Likewise, the president of the community is authorized to sign, if necessary, the corresponding addenda to the agreement required for this purpose.

Financing through loans and guarantees

The agreement includes the approval of the planned financial scheme for the cost of the action and the mandatory contracting of two guarantees and one loan to comply with the agreement with Seiasa. The financing conditions have been negotiated by the General Governing Board with the financial entity and will be presented during the event via a binding offer.

Secret ballot and census consultation

Due to the importance of the matter, which requires a qualified majority, the president will propose to the assembly a secret ballot, for which voting tables will be set up at the meeting location of each collective. Voting will remain open until 8:00 PM, with the possibility of extending the schedule as long as there are community members waiting.

• The voting census and the collaboration agreement with Seiasa will be available for consultation from September 1 at the community offices.
• Voting may be exercised personally or through representation, in accordance with Article 53 of the ordinances.
• The DNI (National ID) of the participant or a photocopy of the represented party’s DNI will be required, along with the representation ballot certified by the secretary before the start of the assembly.

The decision adopted by the commoners on October 4 will determine the future of the modernization of the region’s irrigation systems, an action that seeks to improve water efficiency and the sustainability of the agricultural holdings of Pozo Alcón, Hinojares, and Cuevas del Campo, with the support of European funds and the state and Andalusian administrations.
