Eight health zones in Salamanca are restructured and the Prosperidad center is created.

The Ministry of Health and Social Welfare of the Junta de Castilla y León has approved Order SAN/760/2026, of 11 August, restructuring eight basic health zones (BHZ) in the urban area of the Health Area of Salamanca. The regulation, published in issue 156 of the Official Gazette of Castilla y León of 13 August 2026, modifies the territorial boundaries of the eight zones, changes the assignment of primary care centres for the urban population and sets the name of the new Prosperidad Health Centre.

The order is issued under the Law 8/2010, of 30 August, on the Organisation of the Health System of Castilla y León, which defines the basic health zone as the territorial and population framework in which primary care activities are carried out, and under Decree 32/1988, of 18 February, which established the territorial delimitation of the BHZs of the Community and regulated, in its Article 3, the restructuring procedure at the proposal of town councils, primary care teams and health councils.

The initiative came from the Primary Care Management of Salamanca, with the aim of creating a health map more closely aligned with the current demographic and urban reality, characterised by changes in population distribution, progressive ageing and an increase in chronicity. The regulation, signed in Valladolid on 11 August by the Minister Alejandro Vázquez Ramos, is issued at the proposal of the Directorate General for Health Planning, Research and Innovation, in accordance with Article 7(m) of Law 8/2010.

Eight basic health zones with new boundaries

The annex to the order sets out the new boundaries of the eight urban zones and the health centre to which each one is assigned:

  • BHZ “La Alamedilla”“La Alamedilla” Health Centre
  • BHZ “Garrido Sur”“La Alamedilla” Health Centre
  • BHZ “Prosperidad”“Prosperidad” Health Centre
  • BHZ “San Juan”“San Juan” Health Centre
  • BHZ “Universidad-Centro”“Filiberto Villalobos” Health Centre
  • BHZ “San Bernardo-Oeste”“Miguel Armijo Moreno” Health Centre
  • BHZ “Pizarrales”“Alfonso Sánchez Montero” Health Centre
  • BHZ “Capuchinos”“Capuchinos” Health Centre

The boundaries are described by routes along streets, squares, roundabouts and avenues, with express indication of the building numbers included in each area, as well as by urban features such as the railway line, the Enrique Estevan bridge or the Tormes river.

The Prosperidad Health Centre is born

The restructuring includes the adaptation of the name of the Sancti Spiritus-Canalejas ZBS, which will become ZBS Prosperidad, in coherence with its geographical and healthcare scope. Attached to this zone is the Prosperidad Health Centre, the name given to the new centre located at 19 Lucio Marineo Street in Salamanca, without this involving any alteration in the continuity of care for the population served.

Entry into force and appeals

The order, which brings the administrative route to an end, shall take effect from the day following its publication in the official bulletin, that is, from 14 August 2026. The following appeals may be filed against it:

  • Optional appeal for reconsideration before the Regional Minister for Health and Social Welfare, within one month from the day following publication, in accordance with Articles 123 and 124 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.
  • Contentious-administrative appeal before the competent section of the Court of First Instance, within two months, in accordance with Articles 8, 14 and 46 of Law 29/1998, of 13 July, regulating the Contentious-Administrative Jurisdiction.

With this reorganisation, the Regional Department seeks to improve accessibility, ensure equity in the provision of health services and optimise the distribution of care workloads in the urban area of Salamanca. For citizens, the most visible effect will be the possible assignment to a new health centre according to place of residence and the launch of the Prosperidad centre, so it is advisable to consult the delimitation published in the official bulletin.
