Red Eléctrica submits the Maciñeira-Naraío electrical axis to public consultation

The Industry and Energy Functional Area of the Subdelegation of the Government in A Coruña submits for public information the requests for prior administrative authorization (AAP), administrative construction authorization (AAC), declaration of public utility (DUP), and the environmental impact study (EsIA) of the Maciñeira-Naraío electrical axis. The announcement, number 2026/5699, is published in the Official Gazette of the Province of A Coruña number 168, dated September 3, 2026.

The promoter, Red Eléctrica de España, S.A.U., requested the processing of the procedures on March 9, 2026, and on July 29, 2026, the request was corrected and the documentation completed. The file is processed under reference GAL/15/REE/2026/1.

Project Details

The axis consists of four electrical energy transmission network installations:

• «SE Maciñeira 400 kV» Substation, in the municipality of As Pontes de García Rodríguez, with seven switch positions.
• «SE Naraío 400 kV» Substation, in San Sadurniño, with four switch positions.
• 400 kV DC LAT E/S in «SE Maciñeira» from «L/Boimente - Mesón do Vento», 5.698 km, entirely within As Pontes de García Rodríguez.
• 400 kV DC LAT «SE Maciñeira - SE Naraío», 18.654 km, running through As Pontes de García Rodríguez (7.328 km), As Somozas (2.312 km), and San Sadurniño (8.961 km).

The substations will have a nominal voltage of 400 kV, AIS technology in a conventional outdoor installation, a breaker-and-a-half configuration, and a short-circuit current of 50 kA. The lines, three-phase alternating current at 50 Hz, will use AL/AW TERN conductor, OPGW 48-fiber ground-optical composite cable, glass insulation, and metal lattice towers.

Budget and Regulatory Framework

The total material execution budget of the file amounts to €27,429,719.00, distributed as follows:

• SE Maciñeira 400 kV: €5,838,043.00
• SE Naraío 400 kV: €5,285,651.00
• 400 kV DC LAT E/S in SE Maciñeira: €4,403,898.00
• 400 kV DC LAT Maciñeira-Naraío: €11,902,127.00

The actions are included in the «Modification of Specific Aspects of Energy Planning. Transmission Network Development Plan 2021-2026», approved by Agreement of the Council of Ministers on April 16, 2024, and published by Resolution of the Secretary of State for Energy on April 22, 2024 (BOE of April 24, 2024). The process is governed by Law 24/2013 of the Electricity Sector, Royal Decree 1955/2000, Law 21/2013 on environmental assessment, and Law 39/2015 on the common administrative procedure.

Allegations and Consultation

Interested parties may submit allegations within a period of thirty (30) business days from the day following the last publication of the announcement, through the Common Electronic Registry of the General State Administration or at official registries. All allegations must cite the file reference GAL/15/REE/2026/1. The documentation can be consulted in digital format at the Functional Area of Industry and Energy, at Praza de Ourense, no. 11, A Coruña, by prior appointment, and on the electronic headquarters of the Government Delegation in Galicia.

The resolution of the AAP, AAC, and DUP corresponds to the General Directorate of Energy Policy and Mines, and the formulation of the DIA to the General Directorate of Environmental Quality and Assessment, both of the Ministry for the Ecological Transition and the Demographic Challenge. The announcement is signed by the director of the Industry and Energy Area, Francisco J. Filgueira Rodríguez, in A Coruña on August 25, 2026.

Relevance for the region

These infrastructures will be part of the electricity transmission network and will allow for meeting new demands and supply needs for large-scale industrial projects of a strategic nature, with significant electricity consumption in the areas of As Pontes de García Rodríguez and Ferrol. The declaration of public utility will imply the occupation of the affected assets and rights, which appear in the concrete and individualized list attached to the announcement, with the corresponding rights of way.
