Red Eléctrica amplía la subestación ALI 220 kV en Vitoria-Gasteiz

The Basque Government has opened for public consultation the project for the adaptation and expansion of the ALI 220 kV electrical substation, promoted by Red Eléctrica de España, SAU in the municipality of Vitoria-Gasteiz. The announcement, signed on September 29, 2026, by the territorial delegate of Industry, Energy Transition, and Sustainability of Álava, Javier Aizpuru Ochoa de Eribe, is published in the Official Gazette of the Historical Territory of Álava number 118, dated October 14, 2026, under file 01-AT-Y-2026-00020. The action includes expropriations and opens a period of 30 business days to submit allegations.

The procedure is supported by Article 10 of Decree 48/2020, of March 31, and Article 144 of Royal Decree 1955/2000, of December 1, in accordance with Article 17 of the Regulations of the Compulsory Expropriation Law of April 26, 1957, and Articles 53 to 56 and 55 of Law 24/2013, of December 26, on the Electricity Sector. The requesting company, with CIF A85309219, requests prior administrative authorization, construction authorization, and a declaration, specifically, of public utility, along with the individualized list of assets and rights whose expropriation it considers necessary.

The project budget amounts to 8,094,637.00 euros, and the technical document is signed by industrial engineer David González Jouanneau, dated March 2026.

Object and technical scope

  • Adaptation to P. O. of the ALI 220 kV substation.
  • Expansion of the substation with a distribution support position (TRP3).
  • Double busbar configuration in GIS technology.
  • Reconfiguration of the 220 kV overhead lines SE Ali-SE Vitoria 1 and 2 (d/c) and SE Ali-SE Mercedes Benz (s/c).

The stated objective is to supply the requested electrical demand under secure conditions. The only affected municipality is Vitoria-Gasteiz (Álava).

Affected assets and rights

The annex of the announcement details the list of plots, owners, and affected areas:

  • Plot 1, polygon 55, plot 75, owner Iberdrola, S. A.: 16,078 m² of surface area, 1,284 m² of full ownership, 895 m² of temporary occupation, 342 m² of electric power right-of-way and 1,215 m² of right-of-way; urban land.

In the reconfiguration of the overhead lines, the Vitoria-Gasteiz City Council also appears as the owner of land in the Sansomendi Park, where the existing support T-1 is located.

Public information and allegations

The documentation may be examined at the Territorial Delegation of Industry, Energy Transition and Sustainability of Álava, at Samaniego street number 2 in Vitoria-Gasteiz, or on the Basque Government website enabled for the public information of mining and energy projects.

Allegations may be submitted in physical format at the general registry or through the general electronic registry of the Public Administration of the BAC, within a period of 30 business days starting from the day following the publication of the announcement. Legal entities, entities without legal personality, and other subjects of article 14 of Law 39/2015, of October 1, are required to interact by electronic means.

The resolution directly affects the owners of the lands included in the annex and the electricity supply capacity of the Vitoria-Gasteiz area, as the ALI substation is a 220 kV node connected to the Vitoria and Mercedes Benz networks. The period for allegations makes the announcement the last opportunity for those affected to oppose or refine the expropriation before the public utility is resolved.
