Renewal of more than one hundred sub-prefects and general secretaries of prefectures

A decree dated August 26, 2026, published in the Official Journal of the French Republic (JORF No. 0199 of August 27, 2026), renews the appointments of over a hundred sub-prefects and general secretaries of prefectures in their duties. The decree, issued by the Ministry of the Interior, falls within the framework of the rules governing the positions of sub-prefect, the exercise of which is limited in time. Article 1 of the decree renews the vast majority of the listed civil servants in their functions until August 31, 2027. Among the names mentioned are notably:

• Ms. Emilie ACQUISTAPACE, sub-prefect of Château-Chinon;
• Mr. Cyril ALAVOINE, sub-prefect of Argenteuil;
• Mr. Pierre AZZOPARDI, sub-prefect of Douai;
• Mr. Bruno BERTHET, general secretary of the prefecture of Pyrénées-Orientales, sub-prefect of Perpignan;
• Mr. Emmanuel CAYRON, general secretary of the prefecture of Charente-Maritime, sub-prefect of La Rochelle;
• Mr. Yann GERARD, general secretary of the prefecture of Gard, sub-prefect of Nîmes;
• Mr. Ludovic GUILLAUME, general secretary of the prefecture of Val-de-Marne, sub-prefect of Créteil;
• Mr. Sébastien LIME, general secretary of the prefecture of Seine-et-Marne, sub-prefect of Melun;
• Mr. Stéphane SINAGOGA, general secretary of the prefecture of Calvados, sub-prefect of Caen.

Varied functions across the entire territory

The renewal covers a wide range of positions, from district sub-prefectures to general secretariats of prefectures, as well as roles as chief of staff or mission officer. It also extends to overseas collectivities, as evidenced by the following appointments:

• Mr. Etienne de la FOUCHARDIERE, sub-prefect mission officer to the High Commissioner of the Republic in French Polynesia;
• Mr. Arnaud DURANTHON, sub-prefect mission officer to the prefect of the Guadeloupe region;
• Ms. Amélie PUCCINELLI, general secretary of the French Southern and Antarctic Lands;
• Mr. Thierry DOUSSET, general secretary of the Wallis and Futuna Islands;
• Ms. Margot RENAULT, deputy general secretary of State services in French Guiana.

Renewals with differentiated deadlines

Article 2 of the decree renews a second series of civil servants in their positions, for a limit of five years, with individual deadlines. Those concerned are:

• Mr. Didier CARPONCIN, sub-prefect of Prades, until June 6, 2027;
• Mr. Hervé GERIN, sub-prefect of Roanne, until July 17, 2027;
• Mr. Lucien GIUDICELLI, secretary general of the Var prefecture, sub-prefect of Toulon, until May 1, 2027;
• Mr. Jean-Paul NORMAND, sub-prefect of Saint-Pierre, until May 29, 2027;
• Mr. Thierry ROGELET, sub-prefect of Molsheim, until May 22, 2027.

Finally, Article 3 renews Ms. Anne-Cécile VIALLE, sub-prefect of Brignoles, in her duties until August 15, 2027. The decree specifies that the Prime Minister and the Minister of the Interior are responsible, each in their respective capacity, for its application.

This wave of renewals, published in JORF No. 0199 on August 27, 2026, under reference NOR INTP2622592D, reflects the executive’s desire to keep experienced territorial administration officials in post. For citizens, it guarantees the continuity and stability of State services in prefectures and sub-prefectures, as many State representation roles are being renewed approaching 2027.
