The decree of August 26, 2026, published in the Official Journal of the French Republic No. 0199 of August 27, 2026, renews the appointments of 125 sub-prefects and general secretaries of prefectures. Signed by the Prime Minister and the Minister of the Interior, this text bears the official reference NOR INTP2622592D and falls under the jurisdiction of the Ministry of the Interior.
This decree is part of the ordinary career management of prefectural bodies: it extends the tenure of officials already in post, without new appointments. The vast majority of those concerned are renewed until August 31, 2027, while some are renewed for a limit of five years, with individual deadlines, and one female sub-prefect is renewed until August 15, 2027.
A massive renewal until 2027
Article 1 of the decree renews 117 officials in their functions until August 31, 2027. This includes district sub-prefects, general secretaries of prefectures, and chief of staff to the prefect, distributed across the entire metropolitan territory. Among them are notably:
- Ms. Emilie ACQUISTAPACE, sub-prefect of Château-Chinon;
- Mr. Bruno BERTHET, general secretary of the prefecture of Pyrénées-Orientales, sub-prefect of Perpignan;
- Mr. Nicolas HAUPTMANN, chief of staff to the prefect of the Provence-Alpes-Côte d’Azur region;
- Mr. Clément MERIC, chief of staff to the prefect of the Hauts-de-France region, prefect of the Nord;
- Mr. Stéphane SINAGOGA, general secretary of the prefecture of Calvados, sub-prefect of Caen.
Positions in overseas territories
Several renewals concern overseas collectivities and ultramarine territories, ensuring the continuity of State administration in these areas:
- Ms. Alexandra CHAMOUX, head of the administrative subdivision of the Tuamotu-Gambier Islands in French Polynesia;
- Mr. Etienne de la FOUCHARDIERE, deputy general secretary of the High Commission of the Republic in French Polynesia, head of the administrative subdivision of the Austral Islands;
- Mr. Thierry DOUSSET, general secretary of the islands of Wallis and Futuna;
- Ms. Amélie PUCCINELLI, general secretary of the French Southern and Antarctic Lands;
- Ms. Margot RENAULT, director general of territorial coordination and animation to the prefect of the French Guiana region;
- Mr. Arnaud DURANTHON, sub-prefect in charge of missions to the prefect of the Guadeloupe region;
- Mr. Jean-François MONIOTTE, sub-prefect of Pointe-à-Pitre, and Mr. Philippe MALIZARD, sub-prefect of Saint-Paul (Réunion).
Renewals with specific deadlines
Article 2 renews seven officials within a limit of five years, with end-of-function dates specific to each individual:
- Mr. Didier CARPONCIN, sub-prefect of Prades, until June 6, 2027;
- Mr. Hervé GERIN, sub-prefect of Roanne, until July 17, 2027;
- Mr. Lucien GIUDICELLI, secretary general of the Var prefecture, sub-prefect of Toulon, until May 1, 2027;
- Ms. Claire LIETARD, sub-prefect of Pontivy, until September 14, 2026;
- Mr. Jean-Paul NORMAND, sub-prefect of Saint-Pierre, until May 29, 2027;
- Mr. Thierry ROGELET, sub-prefect of Molsheim, until May 22, 2027;
- Mr. Jean-Philippe SETBON, sub-prefect of Brest, until September 26, 2026.
Finally, Article 3 renews the appointment of Ms. Anne-Cécile VIALLE, sub-prefect of Brignoles, until August 15, 2027.
This wave of renewals ensures the stability of prefectural teams ahead of the administrative return, both in mainland France and in overseas territories. For citizens, it means the continuity of local State representatives, from district sub-prefectures to prefecture general secretariats, until the summer of 2027.
