Reciclajes Gatika has obtained the only environmental permit

The Director of the Environmental Administration of the Basque Government has announced that the Reciclajes Gatika facility has been granted a Single Environmental Authorization (Autorización Ambiental Única), with code AAU00981, in the town of Gatika, Bizkaia. The resolution was published in the Official Gazette of the Basque Country (EHAA) on August 26, 2026, through an announcement with reference 2026/3703.

The authorization was granted via a resolution of the Vice-Minister for the Environment, which simultaneously formulated the Environmental Impact Report. The facility is promoted by developer Israel Jiménez Jiménez, and the file number is AAU00981_SOL_2023_001.

Regulatory Framework

The basis for the authorization is Law 10/2021 of October 9 of the Environmental Administration of the Basque Country, which subjects facilities carrying out an activity included in sections Annex I.A or I.B to an integrated or single environmental authorization. Article 23 of said law establishes that the environmental impact statement or report is part of the authorization itself, both being issued in the same administrative act.

The announcement also recalls Article 24.3 of the Legislative Royal Decree 1/2016 of December 16, which approves the consolidated text of the Law on the integrated prevention and control of pollution, which requires autonomous communities to publish authorizations in their official gazettes.

Publication Obligations

Articles 41.4 and 69 of Law 10/2021 establish that the single environmental authorization must be published on the electronic headquarters of the Basque environmental body, and that resolutions must be notified in the official gazette and on the electronic headquarters. Therefore, this announcement provides notice of the authorization via the EHAA.
