Public information reopens for the El Remo-La Zamora bypass

The Vice-Ministry of Infrastructure of the Ministry of Public Works, Housing and Mobility of the Government of the Canary Islands has once again submitted the layout project for the LP-2 El Remo-La Zamora bypass, in the municipality of Fuencaliente (La Palma), along with its environmental impact study, for public review. This is established by the Resolution of September 3, 2026, signed by the Vice-Minister of Infrastructure, Francisco Javier González Díaz, and published in the Official Gazette of the Canary Islands (Boletín Oficial de Canarias) no. 183, of September 11, 2026, in the other announcements section.

The reopening of the process is a response to the declaration of expiration of previous procedures, agreed upon via Resolution of July 7, 2026 (BOC no. 173, of August 28, 2026), as a period of one year had elapsed since their completion without the file being transferred to the environmental body. The project remains in effect and its environmental impact study retains its validity; therefore, only the citizen participation procedures are being reinstated.

A road of regional interest

The LP-2 is classified as a road of regional interest in accordance with Article 3 of Law 9/1991, of May 8, on Canary Islands Roads, and Annex no. 2 of the Canary Islands Road Regulations, approved by Decree 131/1995, of May 11. The project was technically approved via Order no. 222/2024, of September 30, by the Minister of Public Works, Housing and Mobility, and is subject to the ordinary environmental impact assessment procedure provided for in Law 21/2013, of December 9, on environmental assessment.

The project promoter is the General Directorate of Road Infrastructure, which submitted the documentation on October 25, 2024. The first public information process was initiated via Resolution no. 120/2024, announced in BOC no. 241, of December 3, 2024.

Deadline and form of participation

The new simultaneous process of public information and consultations is open for a period of thirty (30) business days, counted from the day following the publication of the resolution in the Official Gazette of the Canary Islands. During this period, allegations, observations, and inquiries may be submitted, and those who have already formulated them may reiterate, ratify, or complete them.

A digital copy of the complete project is available at the offices of the Vice-Ministry of Infrastructure, at Avenida Francisco La Roche, no. 35, Santa Cruz de Tenerife.
A digital copy of the project will be sent to the Island Council of La Palma and the City Councils of Los Llanos de Aridane and Fuencaliente for public display.
Allegations must be addressed to the Vice-Ministry of Infrastructure through any of the means specified in Article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure.

Involved Bodies

The substantive body for the approval of the project is the Regional Ministry of Public Works, Housing and Mobility, while the technical analysis and the environmental impact statement correspond to the Autonomous Environmental Evaluation Commission and the General Directorate of Environmental Quality, attached to the Regional Ministry of Ecological Transition and Energy. The procedures that are now being reopened will be valid for one year from their completion, within which period the file must be transferred to the environmental body.

The reopening of this procedure represents a decisive step toward unlocking a road infrastructure of regional interest, key for mobility and safety in the south of La Palma. The El Remo-La Zamora bypass will improve the connection of Fuencaliente with the rest of the island, in a territory that is especially sensitive following recent volcanic activity; therefore, citizen participation in this new period will be determining for the final approval of the project.
