Extensive livestock farming: agreement to prevent fires in the Serralada Litoral Park

The Consortium of the Litoral Range Park has formalised a collaboration agreement with the owner of the livestock farm CARRASPAI to support the maintenance of extensive sheep and goat farming within the park and contribute to the prevention of forest fires. The agreement, electronically signed on 6 August 2026 by the president of the consortium, Marc Candela i Callado, was formalised on 15 July 2026. The formalisation is published in the Official Gazette of the Province of Barcelona of 13 August 2026 with CVE reference 202610132299 and file number 122/2026.

The notice is made public in compliance with Article 110.3 of Law 26/2010, of 3 August, on the legal regime and procedure of the public administrations of Catalonia, and with Article 14 of Law 19/2014, of 29 December, on transparency, access to public information and good governance. The consortium, represented by its president, and Ester Sánchez Masachs, owner of the livestock farm, thus establish a collaboration framework lasting four years.

A tool against forest fire

The collaboration aims to preserve a traditional activity compatible with the conservation of the natural environment, contribute to the maintenance of open spaces, favour biodiversity and the agroforestry mosaic, reduce the load of plant fuel and promote silvopastoral management of the territory. With extensive grazing, the flocks act as a natural tool for biomass management, one of the key factors in reducing the risk of fire in a metropolitan park with high visitor numbers.

The commitments of each party

The consortium undertakes, among other actions, to:

• Provide technical support for the actions arising from the agreement and facilitate coordination with the park’s technical services.
• Identify priority grazing areas and publicise the environmental and territorial value of extensive livestock farming.
• Acquire and install two concrete drinking troughs in the ridge area of the park, on the Can Riera estate, in the municipality of Premià de Dalt, and on the Ca l’Arcís estate, in the municipality of Vilassar de Dalt.

For her part, the owner of the livestock farm undertakes to:

• Maintain extensive livestock farming activity within the park for the duration of the agreement, in accordance with sectoral, health and environmental regulations.
• Ensure animal welfare and make appropriate use of the drinking troughs and keep them in good condition.
• Include in the grazing routes the ridge track section located between the two drinking troughs and coordinate actions with the park’s technical services.

Funding, duration and monitoring

The agreement entails a maximum financial contribution from the consortium of 1,500.00 euros, plus the corresponding VAT, allocated to the acquisition and installation of the two concrete watering troughs. These will be considered public-domain assets owned by the consortium, while the remaining expenses derived from the livestock activity will be assumed by the holder of the farm.

Its validity is four years from the date of signature, with the possibility of extension for an additional maximum period of four years through the formalisation of the corresponding addendum. For monitoring purposes, a Monitoring Committee is established, made up of two representatives of the consortium and the holder of the farm, responsible for assessing compliance with the objectives, proposing improvements or modifications and resolving any interpretative doubts that may arise.

A commitment to prevention in the territory

With this agreement, the consortium strengthens extensive livestock farming as a tool for landscape management and forest fire prevention in the Serralada Litoral. The initiative combines the preservation of a traditional livestock activity with the reduction of vegetation fuel, a direct benefit for the conservation of the natural area and for the safety of the Maresme municipalities surrounding the mountain range.
