Ramírez Hurtado assumes the acting Presidency of Ceuta due to the absence of the incumbent

Alejandro Ramírez Hurtado, first vice president of the Government of Ceuta and counselor for Environment, Urban Services, and Housing, assumes the acting Presidency of the Autonomous City starting September 22, at 3:15 p.m. This was decided by president Juan Jesús Vivas Lara through decree 657, published in the Official Gazette of the City of Ceuta (BOCCE) no. 6,655, of September 25, 2026, in the Authorities and Personnel section (p. 3484). The appointment extends “until my return,” with no end date specified in the official text.

The decree is issued under article 14 of Organic Law 1/1995, of March 13, on the Statute of Autonomy of Ceuta, and in accordance with article 5.5 of the Regulations of the Government and Administrative Services of the Autonomous City of Ceuta. The president himself justifies the measure based on the need to be absent from the City “this coming September 22, starting at 3:15 p.m.”

The document, digitally signed by Vivas Lara on September 17, 2026, was incorporated into the Registry of Decrees and Resolutions with the signature of the general secretary, María Dolores Pastilla Gómez, dated September 18. It consists of three sections: the appointment of the acting president, the entry into force from the date of the decree itself, and the order for publication in the BOCCE.

Third acting coverage of the month

That of Ramírez Hurtado is the third acting assumption of the Presidency recorded in September. The first corresponded to the second vice president and counselor for Finance, Economic Transition, and Digital Transformation, Kissy Chandiramani Ramesh, appointed by decree 626 from September 6 at 3:00 p.m. (BOCCE no. 6,651, of September 11, 2026, p. 3405).

The second also fell to the first vice president, through decree 644, effective from September 14 at 9:30 a.m. (BOCCE no. 6,653, of September 18, 2026, p. 3455). In all three cases, the scenario is identical: temporary absence of the titular head and appointment of the corresponding vice president until their return.

A counselor with their own portfolio

Ramírez Hurtado combines the acting role with the leadership of the Ministry of Environment, Urban Services, and Housing, an area with constant regulatory activity in the bulletin. Among the most recent resolutions are decree 636, which approves the assignment to the internal agency INTEGRACE for the maintenance and conservation of public spaces and urban environments (BOCCE no. 6,652, September 15, 2026, p. 3415), and decree 594, which approves the environmental impact report for the category I LPG storage center project (BOCCE no. 6,646, August 25, 2026, p. 3238).

The acting Presidency implies assuming the functions of the titular head during the absence, such that the first vice president takes charge of the City’s institutional agenda during a month of intense activity in the areas of personnel and contracting. The decree does not establish a time limit or additional conditions: the acting appointment automatically expires upon the return of Vivas Lara, without the need for a new provision to revoke it.
