The Official Gazette of the Province of Lugo publishes today the final approval of the modification of basis 16 of the budget of the Rábade City Council, regulating nominal subsidies for 2026, for a total amount of 62,150 euros distributed among twelve entities in the municipality. The agreement, signed by the mayoress-president Remedios González Cabarcos on 7 August, was published in BOP Lugo number 186, of 17 August 2026 (reference: R. 2197).
The initial approval of this file took place at the plenary session of 28 May 2026. In accordance with Article 169 of Royal Decree 2/2004, of 5 March, approving the Consolidated Text of the Local Government Finance Regulatory Law, the file was exposed to the public for fifteen working days through a notice published in BOP number 153, of 7 July. As no claims or objections were submitted during that period, the agreement was automatically raised to final status, without the need for a new plenary agreement.
Basis 16 of the Rábade budget regulates the payment of subsidies and financial aid. The implementation basis is the instrument that develops the criteria and procedures for the application of budget credits, and in this specific case it determines the conditions for granting nominal subsidies to non-profit entities. The published text establishes that proving compliance with tax obligations is essential for the grant, and recipients must justify the expenditure within the established deadline. It also provides for the direct granting of subsidies in accordance with Article 28 of Law 38/2003, General Subsidies Law, in cases where the purpose or singular nature of the aid justifies the public or humanitarian interest.
The largest beneficiaries
The three highest amounts go to the following entities:
- San Vicenzo 2026 Association: 25,000 euros
- Rábade School of Music: 20,000 euros
- “Bola Meiga” Table Football Masters Fan Club: 5,500 euros
These three entities will concentrate almost 80% of the total, with the cultural association and the school of music as the main recipients of municipal public funds.
The remaining entities
The investment is also distributed among sports clubs, social groups and cultural entities:
- Fillos da Chaira Association “Festival Entre Pontes”: 3,000 euros
- Men’s futsal: 3,200 euros
- Childcare home aid: 1,950 euros
- “Águeda” Women’s Association: 1,000 euros
- O Foguete Fan Club: 900 euros
- Retirees’ and pensioners’ association: 500 euros
- Men’s basketball: 500 euros
- ANPA Otero Pedraio School: 300 euros
- Rábade Bikers Motorcycle Club: 300 euros
The direct grant scheme
The municipal regulation included in this document establishes that nominal subsidies are granted without the need for a public call, under a direct award regime. According to article 28 of Law 38/2003, this modality applies when the difficulty of an open call is justified or when the singular nature of the aid proves its public, social, or economic interest. In all cases, beneficiaries are required to be up to date with their tax obligations and to provide the corresponding supporting documentation within the established deadline. Failure to comply with these conditions will require recipients to reimburse the amounts received and will disqualify them from obtaining new aid.
The final publication in the BOP of Lugo makes effective the commitment of the Rábade City Council to funding the associations, sports clubs, and cultural initiatives of the municipality. The twelve beneficiary entities will see their activities strengthened for the year 2026 with a total public investment of 62,150 euros, an amount that directly impacts the social, sports, and cultural revitalization of a municipality in the Terra Chá region, where municipal support is essential for maintaining the associative fabric.
