Rábade convoca unha praza de administrativo C1 por oposición libre

The Rábade City Council announces a vacancy for an administrative official of group C1 via open competition, assigned to the accounting and treasury services. The call and the rules were approved by mayoral resolution on October 9, 2026, and are published in the Official Gazette of the Province of Lugo no. 236, dated October 15, 2026, with reference R. 2770. The deadline for submitting applications is 20 business days and the examination fee is 18 euros.

The call derives from the mayoral decree of October 6, 2026, which approved the rules, and responds to the public employment offer for the year 2024. The announcement is signed by the mayor, Remedios González Cabarcos, and the position is integrated into the area of strategic planning and general administration, under the functional dependency of the local secretary-intervention.

The selected person will be appointed as a career official and will receive the basic remuneration of subgroup C1 as legally established, along with the complementary payments recorded in the job position list of the Rábade City Council. The process is governed by Law 2/2015, of April 29, on public employment in Galicia, and by Royal Decree 896/1991, among other regulations.

Position functions and requirements

The functional assignment covers the tasks typical of the administrative sub-scale, including:

  • Entry of accounting data and drafting of accounting lists and documents.
  • Accounting operations: settlements, entries, audits, balances, closing of books, and issuance of invoices and receipts.
  • Control of the preparation and payment of payrolls and social security documents for personnel.
  • Reception of invoices from FACe and transfer to the economic management system.
  • Preparation of periodic tax returns (IRPF, VAT).
  • Support for treasury management established in Royal Decree 128/2018.
  • Public attention, archiving, registration and census of inhabitants, as well as incoming and outgoing registration tasks and mail distribution.

The minimum requirements are:

  • Spanish nationality, nationality of a Member State of the European Union, or of States with free movement of workers.
  • To be at least 16 years of age.
  • High school diploma (bachillerato), second-degree vocational training, higher technician or equivalent.
  • Functional capacity for the performance of the tasks and not to have been separated by disciplinary proceedings from any public administration.

Twenty business days and a fee of 18 euros

Applications, according to the model in Annex II, are addressed to the mayor-president and submitted at the general registry of the council, at Praza do 28 de maio, s/n, 27370 Rábade, or through any of the procedures in article 16 of Law 39/2015. The deadline is 20 business days counted from the day following the publication of the call announcement in the Official State Gazette; if the last day is a non-working day, it will end on the following business day.

Along with the application, a copy of the DNI or equivalent document and proof of fulfillment of the requirements must be provided. The examination fee is 18.00 euros, to be deposited into the account opened at the entity ABANCA with IBAN ES63 2080 0139 3131 1000 0103, according to the tax ordinance published in BOP no. 123, of May 31, 2025. The application will not be processed until payment is verified.

Four eliminatory exercises and Galician language test

The opposition phase consists of four exercises, all mandatory and eliminatory, in a single call:

  • First test: a test of up to 40 questions with four alternative answers on common subjects, 45 minutes, with a minimum of 5 points out of 10.
  • Second test: written presentation of two topics by draw, one from block I and another from block II, 120 minutes, with a reading before the tribunal and a minimum of 10 points out of 20.
  • Third test: practical exercise on specific subjects, 120 minutes, with a minimum of 10 points out of 20.
  • Fourth test: translation from Galician to Spanish or from Spanish to Galician, with a result of “pass”; persons who prove Celga 4 or equivalent studies are exempt.

The final qualification is the sum of the scores of the four exercises. In the event of a tie, the higher grade in the third test prevails and, if it persists, the higher number of correct answers in the first.

Tribunal, appointment and appeals

The qualifying tribunal will have a minimum composition of five members: presidency, a secretariat in the charge of an official with national authorization, and three career officials with a qualification equal to or higher than that required. After the application period, the mayor’s office will issue a resolution within a maximum period of one month with the provisional list of admitted and excluded candidates, the designation of the tribunal, and the place and date of the first test; there will be 10 business days to rectify errors and a minimum of 48 hours between the publication and the test.

The person proposed as a career official will have 10 calendar days to present the documentation and undergo a medical examination, and must take office within a maximum period of three business days from notification. Against the bases, a contentious-administrative appeal may be filed before the contentious-administrative section of the Court of First Instance of Lugo within two months, or an optional appeal for reversal before the mayor-president within one month.

The call represents an opportunity for stable public employment in a small municipality in the province of Lugo, with a single position and a process of four eliminatory tests, therefore the period of 20 business days and the payment of the fee are the first steps for interested persons.
