Quiroga modifica as bases de cinco prazas de atención temperá

The Quiroga City Council has modified the regulatory bases of the selection process for five positions in the Early Intervention Service after partially upholding the optional appeal for reversal filed by CSIF Lugo. The Mayor’s resolution of October 22, 2026, was published in the Official Gazette of the Province of Lugo no. 245, on October 26, 2026, with reference R. 2921. The agreement opens a new period of ten calendar days to submit applications or complete those already registered.

The union appeal and the reference file

The modification is processed under file no. 637/2026 and responds to the optional appeal for reversal from CSIF Lugo, with entry registration 2026-E-RE-364, dated October 16, 2026. The original bases were approved on October 1, 2026, and published in the BOP of Lugo no. 230, on October 8, 2026. The resolution bears the signature of the mayor-president, José Luis Rivera Castro, and maintains the validity of the rest of the bases where they are not expressly altered.

The process covers five temporary positions as interim civil servant personnel by program: two for psychopedagogue/psychologist, two for speech therapist, and one for occupational therapist. Selection is carried out via a competitive examination (concurso-oposición), with an examination phase of 10 points and a merit phase of 5.

What changes in the bases

The resolution introduces three specific modifications:

  • Base 2.h), specific training: applicants must prove specialized training in child development and early intervention and/or family support, or a minimum professional experience of one year in these subjects, always with documentary justification through degrees, certificates, contracts, certificates of services rendered, or a work history report.
  • Base 4.2, documentation of merits: the paragraph that prevented the correction of the lack of documentary accreditation of merits in any case is deleted. Amendment or supplementation is now permitted when it concerns formal defects, material errors, or lack of supporting documents for a merit claimed within the deadline, without incorporating new merits or substantially altering the application.
  • Base 4.1, submission of applications: the submission date is fixed as that resulting from the registry or enabled office where it is validly carried out, in accordance with article 16.4 of Law 39/2015.

The five positions and their remuneration

The bases maintain the distribution of working hours and the reference gross annual remuneration:

  • Psychopedagogue/psychologist, 35 hours per week: 24,419.00 euros.
  • Psychopedagogue/psychologist, 30 hours per week: 20,930.28 euros.
  • Speech therapist, 35 hours per week: 24,419.00 euros.
  • Speech therapist, 32 hours per week: 22,325.88 euros.
  • Occupational therapist, 25 hours per week: 17,443.03 euros.

Appointments are expected to begin on November 1, 2026, and the maximum duration extends until October 31, 2028, linked to the execution of the program and its funding. The service is provided during morning hours from Monday to Friday and a minimum of four afternoons per week, starting from 3:30 p.m.

New deadline and validity of submitted applications

The new deadline is ten calendar days counted from the day following the publication of the modification announcement in the BOP de Lugo; if the last day is a non-working day, the counting regime of article 30 of Law 39/2015 applies. Applications already submitted within the initial period maintain their validity and do not need to be resubmitted. During this period, interested persons may complete documentation, amend their application, or submit a new one, remaining in any case subject to the modified bases. Publicity is carried out in the provincial bulletin itself, on the electronic headquarters of the Concello de Quiroga, and on the municipal notice board.

A service shared by eight councils

The Early Intervention Service is based in Quiroga but has shared management with Ribas de Sil, Folgoso do Courel, Bóveda, Sober, O Saviñao, Pantón, and A Pobra de Brollón. The call stems from the Order of July 22, 2026, of the Xunta de Galicia, published in DOG no. 149, of August 10, 2026, with correction of errors in DOG no. 155, of August 18, within procedure BS700A and co-financed by the ESF+ Galicia 2021-2027 program.

The decision directly affects those aspiring to one of the five positions and also the families of the eight municipalities, who depend on this service for the care of minors with developmental needs. The partial estimation of the union appeal expands the ways of accrediting merits and allows for the correction of formal errors, two changes that may alter the final order of scores in a process whose appointments are scheduled to begin in November.
