Quintanapalla initiates imminent ruin proceedings for two properties

The Quintanapalla City Council has agreed to initiate ex officio proceedings for the declaration of ruin, total or partial, regarding two properties in the municipality where a situation of imminent ruin has been observed. The decision, adopted by resolution of the Mayor’s Office on July 16, 2026, has been published in the Official Gazette of the Province of Burgos number 165, dated September 1, 2026, and opens a two-month period for interested parties to submit allegations.

The proceedings affect the dwelling at Calle Mayor, number 38, and the one at Calle Arriba, number 11, both in Quintanapalla (Burgos). In both cases, the municipal technical report contained in the file confirms the occurrence of imminent ruin, which enables the adoption of urgent measures.

Regulatory Framework and Processing

The processing is supported by Article 326 of the Urban Planning Regulations of Castilla y León, approved by Decree 22/2004, of January 29. In accordance with this regulation, the files are subject to public information for a period of two months, counted from the day following their publication in the official gazette, so that any interested person may examine them and formulate allegations, documents, or justifications.

During this period, the documentation may be consulted at the municipal offices of the Quintanapalla City Council, located at Calle Mayor, number 16, 09290 Quintanapalla, during public office hours, as well as through the municipal electronic office. Allegations may be submitted at the General Registry of the council or through any of the means provided for in the regulations governing common administrative procedures.

Identification of the Properties

Each file identifies the affected property by its cadastral reference:

  • Calle Mayor, 38 (C.V.E. BOPBUR-2026-03642): cadastral reference 6154403VM5965S0001PG.
  • Calle Arriba, 11 (C.V.E. BOPBUR-2026-03643): correct cadastral reference 6154402VM5965S0001QG.

In the case of Calle Arriba, the announcement specifies that the municipal technical report initially identified the property with the reference 6154402VM5965S0001QS, although from the cadastral consultations incorporated into the file, the correct reference is 6154402VM5965S0001QG, corresponding to the property at Calle Arriba, 11.

Relevance for Residents

The declaration of imminent ruin implies a structural risk that may compromise the safety of people and adjacent properties; therefore, the city council may adopt urgent protection measures. The owners of both properties and any person with a legitimate interest have two months to file objections, after which the city council will resolve the declaration of total or partial ruin and the actions to be executed. The final resolution, signed by the mayor-president Javier Lozano Izquierdo, will determine the future of two buildings in the urban center of Quintanapalla.
