Fifth professional aptitude certificate test for drivers: convened in Toledo

The General Directorate of Transport and Mobility of the Regional Ministry of Public Works of Castilla-La Mancha has made public the composition of the qualifying board and the dates for the fifth test of 2026 to obtain the Certificate of Professional Competence (CPC) accrediting the initial qualification of drivers of certain vehicles intended for road transport. The exercises will be held on Saturday, September 26, 2026, at the IES “Universidad Laboral” in Toledo, according to the resolution published in the Official Gazette of Castilla-La Mancha (DOCM) number 166, dated August 31, 2026.

The call is framed within the Resolution of 03/11/2025 (DOCM number 221, dated 14/11/2025), which regulates the CPC tests for the 2026 period in accordance with the provisions of Royal Decree 284/2021, of April 20, which implements EU Directive 2018/645 of the European Parliament and of the Council, of April 18, 2018. The new resolution, signed on August 18, 2026, complies with clause number 9 of the call.

Composition of the qualifying board

The main board that will evaluate the fifth test consists of the following members:

• President: Mr. José María González Sandoval.
• Members: Mr. Hernán Núñez Sánchez, Mr. Juan Carlos Paniagua Martínez, and Ms. Patricia Fernández Gracia.
• Secretary: Mr. Tomás Muñoz Muñoz.

The substitute board will consist of:

• President: Mr. José Sebastián Miralles Conde.
• Members: Ms. Aránzazu Gil Perales, Ms. Nuria Pérez Villasevil, and Ms. María del Prado Sevilla Lozano.
• Secretary: Ms. María Isabel Ramos de la Torre.

Location, date, and schedule of the exercises

The exercises for the fifth test will take place at the IES “Universidad Laboral” (Avda. Europa, nº 28, 45005 Toledo), with a duration of 120 minutes, depending on the modality:

• CPC for Goods (global exam and partial promotion exam): September 26, 2026, at 10:00 AM.
• CPC for Passengers (global exam and partial promotion exam): September 26, 2026, at 5:00 PM.

Documentation and appeals

To access the exercises, candidates must present their National Identity Document or another valid official document proving their identity, which the board or its representatives may request at any time, in accordance with clause 10.1 of the call resolution. Likewise, they must attend equipped with a blue or black pen.

Against this resolution, which does not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed before the Most Excellent Mr. Regional Minister of Public Works within one month from the day following its publication. The resolution is signed by the Director General, Lucía Balmaseda Solera.

The publication of this fifth exam is key for CAP applicants, a mandatory requirement to practice professionally as road freight and passenger drivers. Knowing the composition of the tribunal and the exact dates in advance allows candidates to organize their preparation and travel to Toledo, in a process that guarantees the initial qualification required by European and national regulations.
