Mayor delegates Sports, Celebrations, Culture, and Welfare among three councilors

The City Council of Quer has distributed the municipal competencies of Sports, Festivities, Culture, Education, Welfare, and Environment among three councilors through Mayoral Resolution number 2026-0080, signed by Mayor Gema Cañones Ordoñez. The Official Gazette of the Province of Guadalajara publishes the agreement in issue number 182, corresponding to Thursday, September 24, 2026, within the section of city council announcements.

The measure comes after the motion of censure that invested Gema Cañones Ordoñez as mayor was approved on January 23, 2026. The resolution is based on article 43.4 of the Regulations on the Organization, Operation, and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28, which recognizes the Mayor’s ability to carry out special delegations of services to any councilor.

The text also invokes article 9 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, and article 21.3 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. The City Council justifies the decision based on the high volume of municipal management and the convenience of “streamlining and improving the efficiency of public services.”

Distribution of areas among the three councilors

The resolution details the destination of each block of competencies in three sections:

• Verónica Debora Beloso: Sports and New Technologies.
• Laura Medina Sanz: Festivities and Culture.
• Jorge Paris Barnes: Education, Childhood and Youth, Welfare and Equality, Environment and Transport.

Limits of delegation and excluded areas

The agreement specifies that the delegations refer to the services of said areas and include the internal direction and management of the corresponding services, but do not confer the power to resolve through administrative acts that affect third parties.

The resolution expressly excludes three areas, which remain non-delegated:

• Urban Planning and Works.
• Economy and Finance.
• Health.

Acceptance, validity, and means of appeal

For the delegations to be effective, the acceptance of the delegated body will be required, which will be understood as tacitly granted if no express manifestation of non-acceptance is formulated within three business days from the day following the notification. The resolution is effective from the day of its signing, without prejudice to its publication in the Official Gazette of the Province and on the transparency portal and municipal electronic office, and its content will be reported to the Plenary in the first session it holds.

Against the decree, which exhausts administrative remedies pursuant to Article 52 of Law 7/1985, an optional appeal for reversal may be filed prior to any other action before the Mayor’s Office within one month, or a contentious-administrative appeal may be filed directly before the Contentious-Administrative Court of Guadalajara within two months, according to Articles 123 and 124 of Law 39/2015, of October 1.

The allocation now establishes who manages each municipal area in Quer and completes the reorganization of the governing team resulting from the motion of censure in January, with three councilors assuming the internal management of services as sensitive to residents as Sports, Festivities, Culture, Education, Welfare, and Environment.
