Quer definitively approves its 2026 budget with 2.32 million

The Quer City Council has definitively approved the General Budget for the 2026 fiscal year, which amounts to 2,323,780.01 euros, according to the agreement adopted by the Plenary in the session of August 19, 2026. The document is published in the Official Gazette of the Province of Guadalajara number 161, dated August 24, 2026, for general knowledge.

The definitive approval comes once the allegation presented to the file has been resolved, and is disseminated for the purposes of article 169.1 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The agreement is signed by the mayor-president, Gema Cañones Ordoñez, in Quer on August 20, 2026.

A budget balanced between expenses and income

The budget presents a balance between the statement of expenses and that of income, both closing at 2,323,780.01 euros. The bulk of the expenditure is concentrated in the chapters of personnel and current goods and services.

  • Personnel expenses (Chapter 1): €795,305.32
  • Expenses for current goods and services (Chapter 2): €1,353,653.31
  • Real investments (Chapter 6): €136,029.38
  • Capital transfers (Chapter 7): €24,192.00
  • Financial expenses (Chapter 3): €2,000.00
  • Current transfers (Chapter 4): €6,600.00

On the income side, direct taxes stand out, with 1,320,755.55 euros, followed by fees and other income (€413,767.04) and current transfers (€301,858.12). Patrimonial income contributes €113,000.00 and capital transfers, €88,399.30.

Vacant positions in the municipal staff

The personnel annex accompanying the budget details the list of job positions of the council, in which several unfilled positions appear. Among the vacancies are positions for civil servants and labor personnel.

  • Deputy Secretary-Intervention (civil servant, group A1/A2): vacant
  • Assistant (General Administration scale, group C2): one of two positions vacant
  • Multiple Services Supervisor (labor personnel, group C1): vacant
  • Cleaner (full-time temporary labor personnel): two positions vacant

The rest of the staff is listed as filled, including the Secretary-Interventor, the Administrative Assistant, the Architect, the 1st and 2nd Class Multiple Services Officer, the Multiple Services Laborer, the Orderly, and the Librarian. The City Council also has a temporary job bank for leisure activity monitors.

Period for challenge

An administrative appeal may be filed against the final approval agreement before the Administrative Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within a period of two months from the publication of the announcement, pursuant to Article 46 of Law 29/1998, of July 13, on Contentious-Administrative Jurisdiction. The filing of the appeal shall not, by itself, suspend the effectiveness of the challenged agreement.

The publication of the final budget provides legal certainty to the economic management of the municipality for the current fiscal year and opens the door to filling vacant positions, a key issue for the functioning of local public services and for employment in the locality.
