Four deputy directors of interior for penitentiary centers by free appointment

The Department of Justice and Democratic Quality has announced the filling of four positions for interior deputy director of the General Directorate of Penitentiary Affairs through the system of free appointment. The call is published in the Official Gazette of the Generalitat de Catalunya (DOGC) number 9743, dated September 2, 2026, via Resolution JUS/3016/2026, dated August 18, with the official reference CVE-DOGC-A-26232030-2026.
The resolution, signed by delegation by the general secretary Maite Casado Cadarso, responds to the vacancy of four command positions within the General Directorate of Penitentiary Affairs and to the proposal of the head of the governing body to fill them. The process is part of the filling call no. JUS/014/26 and is governed by Legislative Decree 1/1997, of October 31, on public service, and Decree 123/1997, of May 13, which regulates the filling of job positions for officials of the Generalitat.
The four announced positions
The positions to be filled correspond to four penitentiary centers in Catalonia, all classified as command positions within the scope of penal execution:
- Interior Deputy Director (Women) of the Brians 1 Penitentiary Center (Sant Esteve Sesrovires), level 26, with a specific supplement of 42,176.04 euros.
- Interior Deputy Director of the Brians 2 Penitentiary Center (Sant Esteve Sesrovires), level 26, with a specific supplement of 42,176.04 euros.
- Interior Deputy Director of the Quatre Camins Penitentiary Center (La Roca del Vallès), level 26, with a specific supplement of 42,176.04 euros.
- Interior Deputy Director of the Mas d’Enric Penitentiary Center (El Catllar), level 24, with a specific supplement of 39,062.76 euros.
Requirements and submission of applications
Civil servants from any public administration who meet the requirements of the job list, classified in group A, subgroups A1 and A2, may participate. A Catalan language proficiency level (C1) from the Department of Linguistic Policy, or equivalent, is required, and the professional experience, capacity, and suitability of the candidates will be assessed.
Applications must be submitted exclusively electronically, within a period of 15 business days starting from the day after publication in the DOGC, through the public employee portal ATRI, in the Mobility section. Applicants must attach a curriculum vitae with the professional data relevant to the positions to be filled.
Functions and resolution of the process
The deputy directors of interior are tasked with directing, coordinating, and supervising actions to ensure the internal security of the establishment and orderly and peaceful coexistence. Among their functions, the supervision of the general operation of the center, the direction of the identification, access control, and communications areas, and the decision regarding the internal separation of inmates stand out.
The call must be resolved within a maximum period of fifteen business days from the end of the period for withdrawals and amendments, and the final appointment resolution will be published in the DOGC. The assumption of office will be within 2 business days if there is no change of residence, or 15 days if there is.
This call reinforces the command structure of Catalan penitentiary centers at a time when internal security and rehabilitation are central axes of the Department’s penitentiary policy. For interested officials, it represents an opportunity to access positions of responsibility in the field of penal execution.
