Puntagorda signs the Child Bonus agreement with the Canary Islands

The Official Gazette of the Canary Islands (BOC) number 180, dated September 8, 2026, publishes the Cooperation Agreement between the Department of Education, Vocational Training, Physical Activity and Sports of the Government of the Canary Islands and the Puntagorda City Council for the management of non-competitive grants aimed at promoting early schooling, the aid program known as the “Child Voucher” (Bono infantil). The publication is ordered by Resolution of August 28, 2026, of the Technical General Secretariat, and the agreement was signed in the Canary Islands on August 27, 2026.

Regulatory framework and background

The agreement is based on Article 20 of Decree 11/2019, of February 11, which requires agreements to be published in the BOC within twenty days following their signature. The regulatory bases of the program, which have indefinite validity, were approved by Order No. 519, of July 22, 2024, and amended by Order No. 1378, of November 19, 2025.

Following the call issued by Order of March 27, 2026, the Puntagorda City Council was proposed as a collaborating entity in the management of the aid. The agreement is formalized under Article 16.1 of Law 38/2003, of November 17, General Subsidies Law.

Signatories and affiliated center

The agreement is signed, on behalf of each party, by:

• Hipólito Alejandro Suárez Nuez, Minister of Education, Vocational Training, Physical Activity and Sports of the Government of the Canary Islands.
• Vicente Rodríguez Lorenzo, Mayor-President of the Puntagorda City Council, empowered by the agreement of the Local Government Board of August 21, 2026.

The affiliated collaborating entity is the EEI Mercedes Sánchez Cabrera (center code 38017494), with 25 authorized places. The resolution is signed, by substitution, by the Head of the Legal Regime Service, Daniel Matz Falero.

Validity, financing and obligations

The agreement enters into force on the day of its signature and will have a duration of two years, extendable by mutual agreement up to a maximum of six years. Once published, it must be registered in the General Electronic Registry of Agreements within fifteen business days.

The Department will transfer the funds to the collaborating entity in three successive installments:

• A first advance payment, corresponding to the period from September to March of the school year.
• A second payment, from April to June, conditional upon the justification of the previous period.
• A third payment, subject to the justification of the second and third periods.

Among the obligations of the collaborating entity are receiving and reviewing applications within five business days, certifying student attendance monthly, deducting the granted amount from family invoices, and publishing the final award resolution. The personnel involved must provide a negative certification from the Central Registry of Sexual Offenders, in accordance with Organic Law 8/2021, and maintain confidentiality regarding the applicants’ data.

Relevance for families

The publication of the agreement guarantees that families in Puntagorda with children enrolled in the first cycle of Early Childhood Education can access the “Child Bonus” discounts through their municipal school, which acts as an intermediary with the Ministry. The agreement consolidates the early schooling network in the municipality and ensures a stable and transparent channel for the processing, justification, and reimbursement of aid during the coming academic years.
