Puigcerdà puts out to tender the concession of two fixed kiosks

The Puigcerdà City Council has approved the administrative concession for the private use of a public domain asset, via tender, for two fixed-character kiosks located in Plaça dels Herois and Plaça Santa Maria. The call for applications and the specifications are subject to public consultation for 30 business days, according to the announcement published in the Official Gazette of the Province of Girona (no. 171, edict 7773, of September 4, 2026).

The decision was made by the Governing Board of the City Council in the ordinary session of August 31, 2026, and the announcement is signed by the acting municipal secretary, Maria Dolors Respecte Guinot, dated September 1, 2026. The procedure is framed within file no. 291/2026.

Legal framework and exhibition period

The processing is based on article 96.3 of Law 33/2003, of November 3, on the heritage of public administrations, and article 66.1 of the Recast Text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003, of April 28.

The public exhibition period is 30 business days, which begin to count from the day following the publication of the announcement in the BOP of Girona. During this period, both the specifications and the call for tender remain available to interested parties.

Consultation of the file

The file can be consulted during the public exhibition period through the following means:

• Electronically: at the City Council’s electronic office, in the links of interest section, option “Files subject to public information”, or on the Transparency web portal (“Citizen Participation” section).
• In person: at the City Council Secretariat, at the Casa de la Vila, with a recommended prior appointment.

Effects of claims and appeals

If claims are filed against the particular administrative specifications (PCAP) within the fixed period, the tender and the deadline for submitting proposals are suspended, and processing resumes from the day following the resolution of the allegations. Once the public exhibition period has elapsed without claims, the adopted agreement is considered definitively approved without the need to adopt any new agreement.

The provisional approval agreement cannot be challenged as it is a non-qualified administrative procedural act. However, interested parties may make any allegations they deem appropriate to be considered in the agreement that concludes the procedure.

The tender for these two kiosks opens an opportunity for local merchants and entrepreneurs who wish to establish a business in two central and high-traffic points of the capital of Cerdanya. Interested parties have one month to consult the specifications and submit their proposals.
