Puigcerdà opens a job bank for an environmental technician

The Local Governing Board of the Puigcerdà City Council approved on August 31, 2026, the bases and the call for the creation of a job bank for environmental technician, subgroup A2, through the competitive examination system. The announcement is published in the Official Gazette of the Province of Girona number 172, dated September 7, 2026, with edict number 7821 and official reference BOP-2026_0_172_7821 (file 5643/2026).

The purpose of the job bank is to have a list of interim civil servant personnel to cover possible substitutions and provide for vacancies and employment needs that arise in this position, in accordance with Article 10 of the Revised Text of the Basic Statute of Public Employees (TREBEP). The call responds to the forecast of an imminent vacancy and the need to have a job bank that allows for the swift and immediate filling of the position.

Requirements and required qualification

To participate, candidates must meet the general requirements for access to public service and hold one of the following qualifications, which enable the practice of the profession:

Degree in Environmental Engineering
Environmental Sciences
Biology
Geology
Geography or an equivalent qualification

Knowledge of the two official languages of Catalonia is also required, with level C1 in Catalan and B2 in Spanish in the case of foreign nationals, with the exemptions provided for those who have already accredited these levels in previous processes.

Submission of applications and fee

Applications must be submitted mandatorily through the Electronic Office of the Puigcerdà City Council using the specific form, or in person at the Citizen Service Office. The deadline is ten (10) business days starting from the day after the publication of the announcement in the BOP.

The registration fee for subgroup A2 is €30.00, payable via barcode at CaixaBank.
A 100% discount applies to persons registered with the public employment service, who must attach the DARDO.
Failure to pay the fee implies the withdrawal of the application and exclusion from the process.

Selection process and operation of the job bank

The selection procedure is by competitive examination, with a maximum score of 100 points and a minimum of 50 to pass. The planned tests are as follows:

Language proficiency test (Catalan and, if applicable, Spanish), graded as pass or fail.
Theoretical test: 5 short questions on the syllabus, with a maximum duration of 60 minutes and a score from 0 to 50 points (minimum 25).
Practical case test: resolution of a case regarding the specific functions of the position, with a maximum duration of 90 minutes and a score from 0 to 50 points (minimum 25).

The qualifying board will be composed of a minimum of three permanent members and three substitutes, with one third being career civil servants of the corporation, one third technical staff, and one third representatives from the School of Public Administration of Catalonia. The tests are scheduled for the end of the third quarter or the beginning of the fourth quarter of 2026.

The resulting pool will have a validity of two years from its constitution. Calls will be made by email in order of score, and one may decline a maximum of two times without losing their position; upon the third decline, the person definitively renounces their place in the pool.

Relevance of the call

This call opens a path to public employment for environmental sector professionals in Cerdanya, in a mountain municipality where waste management, green zones, and public forests are key competencies. The pool will allow the City Council to cover temporary technical staff needs in an agile and transparent manner, while offering applicants a stable opportunity for appointment as an interim civil servant.
